Guidance on the withdrawal and deletion of the Certificate of Registration for Rail Transport Vehicles as of 2023?
Pursuant to the provisions in Section 3 Administrative Procedures issued together with Decision 994/QD-BGTVT of 2023, the procedures for the withdrawal and deletion of the Certificate of Registration for Rail Transport Vehicles are stipulated as follows:
- The vehicle owner submits 01 set of documents to request the withdrawal and deletion of the registration certificate for vehicles on the national railway to the Vietnam Railway Administration.
The vehicle owner submits 01 set of documents to request the withdrawal and deletion of the registration certificate for vehicles on specialized railways and urban railways to the People’s Committees of the provinces and cities: Hanoi, Ho Chi Minh City, Quang Ninh, Thai Nguyen.
Before January 1, 2023, if the People’s Committees of the above-mentioned provinces and cities have not performed this task, they shall guide the vehicle owners to submit 01 set of documents to the Vietnam Railway Administration.
- In case the documents are not in accordance with the regulations, within 01 working day from the date of receipt of the documents via the one-stop department or the online public service portal; 02 working days from the date of receipt of the documents by other means, the agency issuing the train operating license shall notify and guide the enterprise to complete the documents in accordance with the regulations.
- Within 03 working days from the date of receipt of the conformable documents, the competent state agency shall notify in writing the vehicle owner about the withdrawal and deletion of the registration certificate. If the vehicle owner has submitted the electronic copy of the registration certificate via the online public service portal or national public service portal, they must submit the original copy to the competent state agency.

What should be included in the dossier for the withdrawal and deletion of the Certificate of Registration for Rail Transport Vehicles?
Pursuant to the provisions in Section 3 Administrative Procedures issued together with Decision 994/QD-BGTVT of 2023, the dossier includes:
3.3 Composition and quantity of documents:
a) Composition of documents:
(1) Original paper document or electronic version of the application form requesting the withdrawal and deletion of the registration certificate as per the specified form;
(2) Original or electronic version of the issued registration certificate.
b) Quantity of documents: 01 set.
3.4. Processing time: Within 03 working days from the date of reception of the complete, conformable documents.
3.5. Subjects implementing administrative procedures:
Owners of rail transport vehicles.
Thus, owners of rail transport vehicles need to prepare the dossier for the withdrawal and deletion of the Certificate of Registration for Rail Transport Vehicles including:
(1) Original paper document or electronic version of the application form requesting the withdrawal and deletion of the registration certificate as per the specified form
(2) Original or electronic version of the issued registration certificate.

Which agencies are authorized to handle the withdrawal and deletion of the Certificate of Registration for Rail Transport Vehicles?
Pursuant to the provisions in Section 3 Administrative Procedures issued together with Decision 994/QD-BGTVT of 2023:
Agencies executing administrative procedures:
- Agencies authorized to handle: Vietnam Railway Administration, People's Committees of the provinces and cities: Hanoi, Ho Chi Minh City, Quang Ninh, Thai Nguyen;
- Agencies or individuals authorized or decentralized to execute: None.
- Agencies directly executing administrative procedures:
+ The Vietnam Railway Administration handles the withdrawal and deletion of registration certificates for vehicles on the national railway, urban railway, specialized railway, except for specialized rails and urban rails in the localities of Hanoi, Ho Chi Minh City, Quang Ninh, Thai Nguyen;
+ The People's Committees of the provinces and cities: Hanoi, Ho Chi Minh City, Quang Ninh, Thai Nguyen handle the withdrawal and deletion of registration certificates for vehicles on specialized rails and urban rails (if People's Committees of these provinces and cities have not executed administrative procedures before January 1, 2025, the Vietnam Railway Administration will continue to execute until December 31, 2024, or based on the request date according to the proposal document of the People's Committees of the provinces and cities).
Thus, agencies authorized to handle the withdrawal and deletion of the Certificate of Registration for Rail Transport Vehicles include: Vietnam Railway Administration, People's Committees of the provinces and cities: Hanoi, Ho Chi Minh City, Quang Ninh, Thai Nguyen.
