What are the details of guidance on unlocking eID accounts in Vietnam starting from July 2024?
Pursuant to Clause 3, Article 15 of Decree 69/2024/ND-CP, the procedure for unlocking eID accounts in Vietnam is stipulated as follows:
Step 1: The electronic identification and authentication system shall automatically unlock the eID account when there is no longer a basis to keep it locked;
Step 2: Procedural authorities, and other competent authorities shall send a request form to lock or unlock eID accounts and electronic identification cards to the commune, ward, commune-level town police, or the provincial or district-level police authority nearest to the location for receipt and processing;
Step 3: Within 01 working day from the date of receipt of the lock or unlock request form for the eID account and electronic identification card submitted by the procedural authorities or other competent authorities, the receiving commune, ward, commune-level town police, or provincial or district-level police authority must review, and forward the unlock request to the head of the identity management authority of the Ministry of Public Security for consideration and approval via the electronic identification and authentication system;
Step 4: Within 02 working days from the date of receipt of the unlock proposal forwarded by the commune, ward, commune-level town police, or provincial or district-level police authority, the head of the identity management authority of the Ministry of Public Security shall review and approve the request for unlocking the eID account as per Clause 2, Article 15 of Decree 69/2024/ND-CP, and notify the requesting agency and the account holder of the unlocking status.
In case of refusal to unlock the eID account, a written response stating the reasons must be provided.

What are the regulations on updating information to electronic identification and authentication system in Vietnam?
Pursuant to Article 8 of Decree 69/2024/ND-CP, the procedure for updating information to electronic identification and authentication system in Vietnam is as follows:
- Information of individuals in the national population database, electronic civil status database, identification database, national immigration database, and other national and specialized databases related to electronic identity, information already integrated into the eID account, if changed, will be automatically updated into the electronic identification and authentication system.
- Information of agencies and organizations in the national enterprise registration database, other national and specialized databases related to electronic identity will be automatically updated into the electronic identification and authentication system to create identification numbers and eID accounts of the agencies and organizations, serving the purpose of electronic identification and authentication.
What are the guidelines for activation and use of eID accounts in Vietnam?
Pursuant to Article 14 of Decree 69/2024/ND-CP, the guidelines for activating and using eID accounts in Vietnam are as follows:
- The electronic identity holder shall activate the eID account of individuals, agencies, or organizations on the VNeID Application within 07 days from the date of receiving the notification of the eID account issuance result.
After 07 days, if the eID account is not activated, the electronic identity holder shall contact the electronic identification and authentication management authority via the hotline for receiving and resolving electronic identification and authentication requests to activate the eID account.
- Individuals under 14 years of age, those under guardianship, and those represented by a proxy must have the consent and confirmation of the representative or guardian through the VNeID Application.
Representatives and guardians shall use the eID accounts of individuals under 14 years of age, those under guardianship, or those represented by proxy to carry out transactions and other activities serving their rights and interests.
- Using the eID account and electronic authentication services has legal validity to affirm, prove that the electronic identity holder has conducted and approved the transaction.
- The electronic identity and authentication management authority shall connect, share, and authenticate data for the electronic identity holder to use the eID account in other countries according to international treaties to which Vietnam is a signatory.
