Guidelines on How to Display the Communist Party Flag in Auditoriums and Meeting Rooms According to the Latest 2023 Regulations?
Based on Article 5 of Regulation 99/QD-TW in 2023 guided by Section II of Guideline 105/HD-BTGTW in 2023 stipulating the use of the Communist Party flag for decorating auditoriums, meeting rooms, reception rooms, traditional rooms, and premises of organizations and units as follows:
Regarding the position, the distance between the Communist Party flag, the national flag and the slogan "LONG LIVE THE GLORIOUS COMMUNIST PARTY OF VIETNAM" must be visually balanced and harmonious with the auditorium space, specifically:
- The Communist Party flag and the national flag are on the left side of the rostrum (when viewed from below). The bust of President Ho Chi Minh is on the right below the Communist Party flag and the national flag, visually balanced and harmonious with the space.
- The crescent top of the Communist Party flag is equal to the top wing of the yellow star on the national flag.
- The Communist Party flag and the national flag are displayed as if flying, ensuring harmony with the bust of President Ho Chi Minh and the stage space. In the case of folded flag decorations, one of the following forms can be used: vertically folded flags, single cross-folded flags, double cross-folded flags, or other suitable forms that are respectful and aesthetically pleasing.
When decorating the auditorium, meeting rooms, the Central Propaganda Department guides organizations and units to choose one of the following ways to hang the Communist Party flag:
(1) For the Communist Party flag and the national flag with poles placed on the left side of the rostrum (viewed from below):
The bust of President Ho Chi Minh is below, on the right of the flagpole as in Figure 2 (the Communist Party flag is about 1/4 of the height of the background above; about 1/7 of the width of the background from the left edge).
(2) For the Communist Party flag and the national flag displayed as flying and folded flags:
- Displayed as flying (without or with waves):
+ The Communist Party flag and the national flag are on the left side of the rostrum, the bust of President Ho Chi Minh is placed on a high pedestal below in the middle of the Communist Party flag and the national flag for balance as in Figure 3a or 3b (the Communist Party flag is about 1/8 of the height of the background above; about 1/10 of the width of the background from the left edge).
+ For auditoriums that are small or very large in size, the Communist Party flag and the national flag are arranged above the bust of President Ho Chi Minh and in the middle of the stage background as in Figure 4a, b.
- For folded flags, use one of the following ways:
+ Vertically folded flag (the distance from the right edge of the flag to the left edge of the background is about 1/3 the length of the background; the "Hammer and Sickle" and the "Golden Star" is about 1/8 the height of the background from the top edge; the flag is about 1/12 the width of the background from the left edge) as in Figure 5a.
+ Single cross-folded flag ("Hammer and Sickle" and the "Golden Star" is about 1/8 the height of the background from the top edge; the flag is about 1/12 the width of the background from the left edge) as in Figure 5b.
+ Double cross-folded flag or other suitable forms ("Hammer and Sickle" and the "Golden Star" is about 1/5 the height of the background from the top edge; the flag is about 1/12 the width of the background from the left edge) as in Figure 5c.
Note: The distances: from the "Hammer and Sickle" to the "Golden Star"; from the "Hammer and Sickle" to the bust of President Ho Chi Minh; from the "Hammer and Sickle" to the top edge and outer edge of the background... are relative, depending on the actual size of the auditorium for proper arrangement, respectful and aesthetically pleasing.
The slogans used in the hall or visually prominent outdoor must end with an exclamation mark (!).

What actions are prohibited when using the Communist Party flag?
Based on Article 23 of Regulation 99/QD-TW in 2023 stipulating the prohibited actions when using the Communist Party flag as follows:
Prohibited actions
1. Preventing or obstructing the dissemination and use of the Communist Party flag.
2. Insulting or destroying the Communist Party flag in any form.
3. Using the Communist Party flag for incorrect purposes, methods, or manners.
4. Printing the Communist Party flag in sensitive or non-respectful positions.
5. Using, sharing distorted, insulting, or manipulated images of the Communist Party flag on the Internet, social networks, and other technology platforms.
6. Using images of the Communist Party flag in video game software.
7. Taking photos or recording clips of the process of state agencies replacing substandard Communist Party flags and posting them on the Internet or social networks to smear or insult the organization and individuals hanging the Communist Party flag.
Additionally, based on Section II of Guideline 105/HD-BTGTW in 2023, there are guidelines on the prohibited actions when using the Communist Party flag.
Hence, the prohibited actions when using the Communist Party flag include:
- Preventing or obstructing the dissemination and use of the Communist Party flag;
- Insulting or destroying the Communist Party flag in any form such as writing, drawing, tearing, piercing, trampling, crumpling the Communist Party flag, or other mocking, damaging actions or other methods that deform the Communist Party flag...
- Using the Communist Party flag for incorrect purposes, incorrect specifications:
+ Using the Communist Party flag with incorrect shape, color, or size;
+ Using torn, holed, patched, dirty, or wrinkled Communist Party flag;
+ Using unsightly or inappropriate colored ties to attach the flag to flagpoles or handles;
+ Letting the flag touch the ground, hanging it upside down;
+ Non-uniform size between the Communist Party flag and the national flag when hung together;
+ Hanging the flag in unsightly places, including on cars (except for cars used for propaganda purposes)
- Printing the Communist Party flag on non-respectful places: dirty walls, face masks, red envelopes, license plates,...
How is the duration for displaying the Communist Party flag regulated?
Based on Article 3 of Regulation 99/QD-TW in 2023 stipulating the duration for displaying the Communist Party flag as follows:

1. The Communist Party flag is displayed regularly at the offices of organizations, units.
2. The Communist Party flag is displayed on streets and public places on the following occasions:
a) Lunar New Year, Gregorian New Year.
b) Major holidays, important historical, political-social events of the Communist Party and the country.
c) Other events and anniversaries as announced by local authorities, organizations, units.
3. The Communist Party flag is carried or held in marches, parades commemorating major holidays, important historical, political-social events of the Communist Party, and the country by central and local agencies, units.
For organizations, units, and offices, the Communist Party flag is displayed regularly.
Additionally, the Communist Party flag is displayed on streets and public places on the following occasions:
- Lunar New Year, Gregorian New Year.
- Major holidays, important historical, political-social events of the Communist Party and the country.
- Other events and anniversaries as announced by local authorities, organizations, units.
