What is information technology infrastructure in Vietnam?
Pursuant to Clause 3, Article 3 of Circular 09/2017/TT-BTNMT, the concept of IT infrastructure is a collection of computing equipment (servers, workstations), network connection equipment, security, peripheral equipment and auxiliary equipment, internal network, wide area network.
In Article 4 of the Law on Information Technology 2006, information infrastructure means a system of equipment in service of the production, transmission, collection, processing, storage and exchange of digital information, including telecommunications networks, the Internet, computer networks and databases.

What is the vision for Project 06 on information technology infrastructure in Vietnam in the period of 2022-2025 to 2030?
In Decision 06/QD-TTg in 2022 approving the project of developing the application of population data, e-identification and e-authentication to national digital transformation in 2022 - 2025 period, with a vision by 2030. Specific information technology infrastructure is as follows:
- In subsection 4, section II of Decision 06/QD-TTg in 2022, it is clear that the tasks and solutions for the development of digital citizens need to be implemented:
+ Build, upgrade and expand investment in information technology infrastructure of the national database systems on population, citizen identity, identification and electronic authentication to ensure the implementation of the following objectives: Project's title.
+ Implementing agency: Ministry of Public Security and related units.
+ Completion time: In June 2023.
- At the same time, subsection 3, Section IV of Decision 06/QD-TTg in 2022 requires:
Ministries, ministerial-level agencies, Governmental agencies, People's Committees of provinces and centrally run cities shall:
- Review, upgrade and complete information technology infrastructure;
- Upgrade and complete the information system for handling administrative procedures at ministerial and provincial levels on the basis of merging the public service portal and electronic one-stop information system of ministries, branches and localities;
- Integrate and provide 100% of online public services on the National Public Service Portal in 2022.
Police
- Build, upgrade and expand investment in information technology infrastructure of the national database systems on population, citizen identification, electronic identification and authentication, digital signature authentication to ensure the achievement of project objectives.
+ In which, focus on expanding investment in the collection and comprehensive management of biometrics about people to match the trend and efficiency of population management.

How to direct and remove bottlenecks to implement Project 06 on information technology infrastructure in Vietnam?
Recently, Official Dispatch 452/TTg-KSTT in 2023 on removing "bottlenecks" in the implementation of the Project on developing the application of population data, e-identification and e-authentication to national digital transformation in 2022 - 2025 period, with a vision by 2030 (Project 06), the Prime Minister has requested the relevant ministries, branches and agencies to seriously implement and complete the assigned key items, including:
- About the institution
- About information technology infrastructure
- About online public services
- About data
- About resources
- About the National Data Center Project
- On the content of the meeting of the National Committee on Digital Transformation
Accordingly, the content of Official Dispatch 452/TTg-KSTT in 2023 on information technology infrastructure affects the implementation roadmap of Project 06, so the Prime Minister specifies the following:
*About information technology infrastructure
- The Ministry of Information and Communications ensures the quality of specialized data transmission networks of Party and State agencies from central to commune level;
+ Direct telecommunications businesses to ensure the quality of Internet transmission lines to provide services to people and businesses;
+ Support the implementation of solutions to ensure information technology infrastructure for ministries and branches during the implementation of investment procedures, hiring information technology services.
- Ministries, branches and localities shall urgently review and evaluate the overall information technology infrastructure, information systems, databases, information safety and security according to guiding documents 1552/BTTTT- THH April 26, 2022 of the Ministry of Information and Communications
+ Supplement, immediately equip the necessary terminal equipment, propose investment items according to the above-mentioned guiding documents
+ Request the Ministry of Information and Communications to support the implementation and provide solutions to ensure information technology infrastructure for the implementation of Project 06, digital transformation during the implementation of investment-related procedures, hire information technology services.
Completion time in June 2023.
