In case it cannot be done on the public service portal due to lack of electronic data or technical errors, the vehicle owner shall declare and carry out procedures directly at the vehicle registration office.
At the same time, in Clause 1, Article 6 of Circular 24/2023/TT-BCA, there are regulations on the responsibilities of car owners as follows:
Responsibilities of vehicle owners
1. Comply with the provisions of the law on vehicle registration. Carry out vehicle registration procedures on the public service portal, provide and honestly, fully and accurately declare information on vehicle registration regulations. Take responsibility before the law for the legality of the vehicle and vehicle records. Thus, according to the above regulations, vehicle registration will be done online through the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.

Pursuant to the provisions of Article 12 of Circular 24/2023/TT-BCA, the online vehicle registration is done according to the following steps:
- Step 1: Organizations and individuals registering their vehicles declare vehicle registration on the Public Service Portal; Take the car to the vehicle registration office and submit the required documents.
- Step 2: After the vehicle registration officer checks the vehicle records, in fact the vehicle is valid, the license plate will be issued.
In case the vehicle or vehicle dossier does not meet the regulations, the application shall be supplemented and completed under the guidance of the vehicle registration officer in the application instruction sheet.
- Step 3: Receive an appointment letter to return the results, pay the vehicle registration fee and receive the license plate; In case the vehicle owner wishes to receive and return the vehicle registration result via the public postal service, he/she shall register it with the public postal service unit.
- Step 4: Receive the vehicle registration certificate, license plate at the vehicle registration agency or from the public postal service unit.
Vietnam: How long does it take to issue a vehicle registration certificate online?
Pursuant to Article 7 of Circular 24/2023/TT-BCA on handling vehicle registration as follows:
Vehicle registration processing deadline
1. Issuance of vehicle registration certificate: No more than 02 working days from the date of receipt of complete and valid documents, except for the case of re-issuance of the vehicle registration certificate, verification must be carried out as prescribed in Clause 2 of this Article.
2. The time limit for verifying the loss of the vehicle registration certificate when processing the procedures for re-issuance of the vehicle registration certificate is 30 days; The time limit for verification shall not be included in the time limit for re-issuance of the vehicle registration certificate as prescribed in Clause 1 of this Article.
3. Issuance of identification number plates for the first time: Issued immediately after receiving valid vehicle registration documents.
4. Issuance of license plate change, license plate re-issue, license plate of winning car at auction, re-issue of identification number plate: No more than 07 working days from the date of receipt of complete and valid dossier.
5. Issuance of temporary vehicle registration, certificate of revocation of registration and license plate:
a) In case of performing a complete online public service on the public service portal: After the person carrying out the procedures declares the temporary vehicle registration declaration or declares the registration revocation declaration, the vehicle number plate; pay the prescribed fee (for the case of temporary vehicle registration), the vehicle registration agency checks the valid dossier, then returns the results of administrative procedure settlement within 08 working hours from the date of registration. when receiving documents from the public service portal;
b) In case of partial online public service: 01 working day (in case of temporary vehicle registration); within 2 working days from the date of receipt of complete and valid dossiers (in case of issuance of certificate of revocation of registration, number plate).
6. The time to return vehicle registration results as prescribed in Clauses 1, 3, 4 and 5 of this Article is counted from the date of receipt of a complete and valid dossier and the vehicle registration and management system has received it. Verification results on the completion of vehicle registration fee payment from the public service portal.
