What information do parents need to provide for their child to receive an identification number?
Pursuant to Article 13 of Decree 137/2015/ND-CP of Vietnam stipulating the structure of personal identification number in Vietnam as follows:
Structure of personal identification number in Vietnam
Personal identification number is a natural number sequence consisting of 12 numbers, with a structure of 6 numbers, which is the birth century code, the gender code, the citizen's year of birth code, the province code, the central city or the country code where the citizen registered his/her birth and 6 numbers is a random number range.
Thus, the personal identification number is a sequence of natural numbers consisting of 12 numbers, with a structure of 6 numbers as follows:
- Birth century code;
- Gender code;
- Citizen's year of birth code;
- The code of the province, city directly under the central government or the country code where the citizen is registered for birth
In addition, the remaining 6 numbers are the range of random numbers.
Pursuant to Clause 1, Article 14 of Decree No. 137/2015/ND-CP of Vietnam stipulating the information that parents need to provide in order for children to be granted identification numbers are as follows:
- Full name, middle name and birth name;
- Date of birth;
- Gender;
- Place of birth registration;
- Home town;
- Ethnic;
- Nationality;
- Full name, middle name and name and nationality of the father, mother or legal representative; unless the father, mother or legal representative has not been identified.

Pursuant to Clause 1, Article 5 of Circular 59/2021/TT-BCA of Vietnam stipulating as follows:
Notice on personal identification number and citizen information in National database on population
1. Citizen Identity Card number, personal identification number included in birth certificate shall be personal identification number of citizens; in case citizens are issued with Citizen Identity Cards or birth certificates which include their personal identification number, Citizen Identity Card number, personal identification number in birth certificates, and information on Citizen Identity Card, birth certificates shall be used in affairs with relevant agencies, organizations, and individuals.
Pursuant to Article 14 of Decree 137/2015/ND-CP of Vietnam stipulating as follows:
Procedures for granting personal identification numbers to citizens with birth registration
1. In case the electronic civil status database has been connected to the national population database, when receiving enough papers for birth registration, the civil status registration and management agency will manage the electronic civil status database is responsible for immediately transferring the information of the person whose birth is registered to the National Population Database; in which the following information must be collected to issue a personal identification number:
a) Full name, middle name and birth name;
b) Date of birth;
c) Gender;
d) Place of birth registration;
d) Hometown;
e) Ethnicity;
g) Nationality;
h) Full name, middle name and name and nationality of the father, mother or legal representative; unless the father, mother or legal representative has not been identified.
The head of the agency managing the national population database of the Ministry of Public Security is responsible for checking information and documents as prescribed at Point b, Clause 3, Article 13 of the Law on Citizen identification, and immediately issue and transfer the number personal identification for civil status registration and management agencies.
2. If the national population database has not been operated or the electronic civil status database has not been connected to the national population database, when receiving the birth registration dossier of the citizens, civil status management and registration agencies shall immediately transfer the information specified in Clause 1 of this Article to the agency managing the national population database via the internet which has been granted access accounts.
The agency managing the national population database is responsible for granting access accounts to the civil status registration and management agency, and immediately transferring the citizen's personal identification number to the management and registration of civil status when receiving birth registration information as prescribed via the internet. Civil status registration and management agencies are responsible for keeping their access accounts confidential in accordance with the law on protection of state secrets.
At the same time, based on Article 15 of Decree 137/2015/ND-CP of Vietnam (amended by Clause 9, Article 1 of Decree 37/2021/ND-CP of Vietnam) stipulating the procedures for assignment of personal identification numbers to citizens having birth certificates.
Thus, parents can see the identification number for the child on the birth certificate.

In case the citizen has registered his birth but has not been granted a personal identification number, according to Clause 1, Article 15 of Decree 137/2015/ND-CP of Vietnam (amended by Clause 9 Article 1 of Decree 37/2021/ND-CP of Vietnam) stipulating as follows:
Procedures for assignment of personal identification numbers to citizens having birth certificates
1. The database management body shall assign personal identification numbers (“PIN”) to citizens who have a birth certificate but no PIN based on information available in the national population database.
Thus, in case the child's personal identification number cannot be found on the birth certificate, parents can contact the police in the area where the child's birth certificate has been registered to be provided.

For those who already have a citizen identity card, the personal identification number is the 12-digit number on the citizen identity cardentity card.
- Look up personal identification number on the Residence Management Public Service Portal:
For those who do not have a citizen identity card, you can look up your personal identification number on the Residence Management Public Service Portal.
Follow these steps:
Step 1: Access the Internet Residence Management Public Service Portal > Select Sign In.
Step 2: Log in with your National Public Service Portal account.
Step 3: Select the RESIDENCE icon on the homepage to conduct your personal identification number lookup.
Step 4: Your personal identifier will display the INFORMATION OF PROVIDER section.
