How to look up personal identification numberss for children in Vietnam?

Based on Clause 1, Article 5 of Circular 59/2021/TT-BCA, the following is stipulated:

Notification of personal identification numbers and citizen information in the National Database on Population

1. The Citizen Identification Number and the individual identification number specified in the Birth Certificate are the personal identification numbers of the citizens; in cases where citizens have been issued with Citizen Identification Cards and Birth Certificates containing individual identification numbers, the information on these documents shall be used in transactions with related agencies, organizations, or individuals.

Based on Article 14 of Decree 137/2015/ND-CP, the following is stipulated:

Procedures for issuing personal identification numbers to citizens registering for birth

1. If the electronic civil status database has been connected to the National Database on Population, upon receiving all necessary documents for birth registration, the responsible civil status management and registration agency must promptly transfer the information of the individual being registered for birth to the National Database on Population. The following information must be collected to issue a personal identification number:

a) First name, middle name, and birth name;

b) Date, month, year of birth;

c) Gender;

d) Place of birth registration;

dd) Native place;

e) Ethnicity;

g) Nationality;

h) First name, middle name, and last name, nationality of father, mother, or legal representative; except in cases where the father, mother, or legal representative cannot be identified.

The head of the National Database on Population Management Department under the Ministry of Public Security is responsible for checking information and documents as stipulated in Point b, Clause 3, Article 13 of the Law on Citizenship Identity, promptly issuing and transferring personal identification numbers to the civil status management and registration agency.

2. If the National Database on Population has not been operational or the electronic civil status database has not been connected to the National Database on Population, upon receiving the birth registration documents, the civil status management and registration agency must quickly transfer the information specified in Clause 1 of this Article to the National Database on Population management agency via the internet, with assigned access accounts.

The National Database on Population management agency is responsible for issuing access accounts to the civil status management and registration agency, promptly providing the citizen’s personal identification number upon receiving the birth information as stipulated through the internet. The civil status management and registration agency is responsible for keeping the access account confidential according to the law on protecting state secrets.

Additionally, based on Article 15 of Decree 137/2015/ND-CP (amended by Clause 9, Article 1 of Decree 37/2021/ND-CP), specifying the procedures for issuing personal identification numbers to citizens who have registered birth, parents can find the personal identification numbers on the child's birth certificate.

If a citizen has already registered for birth but has not been issued a personal identification number, based on Clause 1, Article 15 of Decree 137/2015/ND-CP (amended by Clause 9, Article 1 of Decree 37/2021/ND-CP), the following is stipulated:

Procedures for issuing personal identification numbers to citizens who have registered birth

1. Citizens who have registered birth but have not been issued a personal identification number, the National Database on Population management agency shall establish the personal identification number for citizens based on the existing information in the National Database on Population.

If the identification number of the child cannot be found on the birth certificate, parents can contact the local police where the birth certificate was registered to obtain it.

Citizens can look up the personal identification numbers in two ways:

- Look up the personal identification numbers on the Citizen Identification Card:

For those who already have a citizen identification card, the personal personal identification numbers is the 12-digit number on the citizen identification card.

- Look up the personal identification numbers on the Residence Management Public Service Portal:

For those who do not have a citizen identification card, you can look up your personal personal identification numbers on the Residence Management Public Service Portal.

Follow these steps:

Step 1: Access the Residence Management Public Service Portal on the Internet > Select Login.

Step 2: Login using the national public service portal account.

Step 3: Select the icon RESIDENCE on the homepage to look up your personal personal identification numbers.

Step 4: Your personal personal identification numbers will display under the INFORMATION OF THE NOTICE PROVIDER section.

What information do parents need to provide to get the child's personal identification numbers in Vietnam?

Based on Article 13 of Decree 137/2015/ND-CP, stipulating the structure of the personal identification number as follows:

Structure of the personal identification number

The personal identification number is a 12-digit natural number, structured with 6 digits representing the century of birth, gender, year of birth, province, city under central authority, or country where the citizen registered for birth and 6 digits are random numbers.

The personal identification number is a 12-digit natural number, structured as:

- Century of birth code;

- Gender code;

- Year of birth code;

- Province, city under central authority, or country code where the citizen registered for birth

Additionally, 6 digits are random numbers.

Based on Clause 1, Article 14 of Decree 137/2015/ND-CP, the information parents need to provide to get the child's personal identification numbers includes:

- First name, middle name, and birth name;

- Date, month, year of birth;

- Gender;

- Place of birth registration;

- Native place;

- Ethnicity;

- Nationality;

- First name, middle name, and last name, nationality of father, mother, or legal representative; except in cases where the father, mother, or legal representative cannot be identified.
