The National Assembly has voted to approve the state budget estimate for 2024 on the morning of November 10. The resolution mandates the comprehensive implementation of salary policy reform starting from July 1, 2024, according to Resolution 27-NQ/TW in 2018.
Resolution 27-NQ/TW in 2018 establishes and issues a new system of payrolls based on positions, job titles, and leadership positions to replace the current system of payrolls. It converts the existing salary arrangement to a new salary structure, ensuring that the new salary is not lower than the current salary. The new payrolls for the armed forces include:
Payroll 1:
Payroll applicable to military officers, officers, and non-commissioned officers of the police force (based on ranks and titles).
Payroll 2:
Payroll applicable to professional military personnel and technical personnel of the police force.
Payroll 3:
Payroll applicable to defense workers and police officers (with salary proportions relative to administrative officials as it is currently).
Therefore, under the salary reform according to Resolution 27, the salary of a senior lieutenant in the 2024 reform will be implemented based on the payrolls for military officers, officers, and non-commissioned officers of the police force (based on position, job title, military rank, or rank).
The payrolls are formulated based on the following factors:
Annulling the current statutory pay rate and coefficient, establishing a specific base pay amount in the new payrolls.
Improving the regular salary increase and premature salary increase regime for officials, public employees, and the armed forces in accordance with the provisions of the new payrolls.
- Expanding the salary relationship as a basis for determining specific salary amounts in the payrolls system, gradually approaching the salary relationship in the business sector in line with the resources of the state.
In addition, the payrolls applicable to senior lieutenants in 2024 under the salary reform are formulated based on the new salary structure formula as follows:
Actual salary = Base pay + Allowances (if applicable) + Bonus (if applicable)
Where:
Base pay: accounts for approximately 70% of the total salary fund.
Allowances: account for approximately 30% of the total salary fund.
Bonus: the bonus fund is approximately 10% of the total salary fund for the year, excluding allowances.

- Continuing to apply multi-position allowance; extra seniority allowance; regional allowance; responsibility allowance; mobile allowance; security and defense service allowance; and special allowance for armed forces personnel (military, police, and cipher officers).
- Merging profession-based preferential allowance, profession-based responsibility allowance, and hazardous and dangerous allowance (collectively referred to as profession-based allowance) for officials and public employees in professions and jobs with higher labor conditions than normal and with appropriate preferential policies of the State (education and training, healthcare, courts, prosecutor's offices, civil judgment enforcement, inspection, examination, auditing, customs, forest protection, market management, etc.). Merging special allowance, attractive allowance, and long-term service allowance in areas with particularly difficult socio-economic conditions into an allowance for work in particularly difficult areas.
- Annulling seniority allowance based on profession (except for the military, police, and cipher officers to ensure salary equivalence with officials); leadership position allowance (as leadership positions in the political system implement salary arrangement for positions); party and socio-political organization service allowance; official duty allowance (as it has been included in the base pay); hazardous and dangerous allowance (as labor conditions with hazardous and dangerous factors have been included in profession-based allowance).
Therefore, when implementing the salary reform in 2024 from July 1, 2024, senior lieutenants will continue to receive the following five allowances:
- Multi-position allowance
- Extra-eniority allowance
- Regional allowance
- Special allowance for armed forces personnel
- Seniority allowance based on profession
Additionally, for the three allowances: special allowance, attractive allowance, and long-term service allowance in areas with particularly difficult socio-economic conditions, they will not be annulled but will be merged and become an allowance for work in particularly difficult areas.
