Under Article 6 of Circular 66/2023/TT-BCA:

Entry into force

This Circular comes into force from January 01, 2024.

Thus, the written residence confirmation form - Form CT07 under Circular 66 has replaced Form CT07 and will be applied from January 1, 2024.

What are the instructions for completing the written residence confirmation in Vietnam made in Form CT07 according to Circular 66/2023/TT-BCA?

Instructions for completing the written residence confirmation in Vietnam made in Form CT07 are as follows:

(1) The superior authority of the residence registration authority

(2) The police authority of the receiving locality shall carry out residence registration procedures (ie the police authority of the ward, commune, town, or police authority of the district or city where the application for residence registration is received and has the authority to certify and sign and seal).

Example:

To: Police authority of Ward 6, District B, Ho Chi Minh City.

In case the residence information of a citizen has been changed or adjusted and the change is updated to the residence database, residence information verification shall become invalid from the time of such change or adjustment

- Section "I. Last name, middle name, and first name": Write in upper or lower case letters, full accent (write the correct Last name, middle name, and first name stated on the birth certificate)

Example: NGUYEN VAN A

- Entry "1. Date, month, year of birth": Record the date, month, and year of birth according to the calendar year and correct it with the birth certificate.

Note: write 02 digits for the date of birth, 02 digits for months of birth months 01 and 02, and 04 digits for the year of birth. Example: 05/15/1978

- Entry "2. Gender": Gender of the person making the residence confirmation as "Male" or "Female"

- Entry "3. Personal identification number/ID card": Write down the full personal identification number (ie a citizen identification number consisting of 12 numbers) or ID number (9 numbers).

- Entries "4, 5, 6, 7": specify ethnicity, religion, nationality and hometown.

- Entry "8. Permanent residence": Record the address of the place where the permanent residence is being registered according to the administrative place (i.e. the address recorded in the household registration book or the national database on residence) of the person who has changed residence information. Specify in order: the number of houses, streets; nests, hamlets, villages, merchants, squirrels; communes, wards, and townships; districts, towns, and cities of provinces; provinces and centrally run cities.

- Entry "9. Temporary residence": Write down the address where the temporary residence is being registered (indicated in the temporary residence book). The recording method is as instructed in Entry 7. In case the person who changes his/her residence information has both a permanent residence and a temporary residence, both shall be fully recorded. If there is no temporary residence, it is not recorded.

- Entry "10. Current residence": Write according to the current address in the administrative place. The current residential address can be the permanent residence, temporary residence, or where the person with the change in residence information recently moved to.

- Entry "11. Last name, middle name, and first name of the head of household"

- Entry "12. Relations with the head of household": parents, relatives,...

- Section II. Record other household members' information.

- Section III. Record previous residences, duration of residence in each residence, residence registration form, and other residence information contained in the Residence Database, National Database on Population, etc.

What are the principles for residence verification and response to residence verification in Vietnam under Circular 66?

Under Article 3 of Circular 66/2023/TT-BCA amending the principles for residence verification and response to residence verification in Vietnam specified in Article 6 of Circular 57/2021/TT-BCA, applicable from 2024:

- The submission and receipt of residence information verification notes and response to residence-related matters shall be conducted via the residence management software, by post in people's public security forces or the verification shall be conducted by the appointed officials.

Residence information verification notes must not be transferred to citizens for self-verification;

- The requested agency shall inspect and compare information to be verified with that on the residence database, the residence dossier archive, and the citizen identification archive (if necessary) and dossiers under its management or cooperate with professional units in response to verification;

When the person whose residence is being verified does not reside in the prescribed location or his/her information to be verified is not correct to serve verification, the requested unit shall promptly notify the verification note-making unit.

In any case, the response to verification shall be given.

During verification, in case of detection of wanted persons, persons evading serving their sentences or other information related to order and security, the verifying unit shall quickly exchange information with relevant units to cooperate in capturing such persons or adopting other measures;

- Each residence information note shall be approved and signed by the head of the registration authority;

- After receiving residence verification notes, the requested unit shall give response to verification within 02 working days.”.
