- The Chairman of the Hanoi People's Committee assigns specialized agencies or functional units to organize the preparation and appraisal of feasibility study reports on parallel road component projects. The Chairman of the Hanoi People's Committee shall decide to approve the component project for the construction of parallel roads (urban roads).
- The Presidents of the People's Committees of the provinces: Hung Yen, Bac Ninh assign specialized agencies or functional units to organize the preparation of feasibility study reports on projects to carry out investment in construction of parallel roads (urban roads). ) to submit to the Ministry of Construction for appraisal. On the basis of the appraisal report of the Ministry of Construction, the Chairman of the People's Committees of the provinces: Hung Yen, Bac Ninh decided to approve the component project of investment in construction of parallel roads (urban roads) in the area.
- The Ministry of Construction assigns specialized agencies to appraise the feasibility study report for component projects implementing investment in construction of parallel roads (urban roads) in the provinces of Hung Yen and Bac Ninh.
* Project component 3 to invest in the construction of highways in the form of public-private partnership:
- The Hanoi People's Committee organizes the preparation of the feasibility study report and submits it to appraisal according to the provisions of the Law on Investment in the form of public-private partnership for component 3 projects built by the People's Committee of Hanoi. Chairman of Hanoi People's Committee approves component 3 project.
- The management and use of state budget capital to support the construction of works and infrastructure systems arranged from public investment capital in component 3 projects must comply with the provisions of Point a, Clause 5 Article 70 of the Law on Investment under the mode of public-private partnership.

Pursuant to the provisions of Clause 3, Clause 5, Clause 7 of Resolution 106/NQ-CP of Vietnam in 2022, as follows:
- Presidents of People's Committees of provinces and cities: Hanoi, Hung Yen and Bac Ninh apply the form of contractor appointment for consulting bidding packages, bidding packages for relocation of technical infrastructure, and other contract packages to perform compensation, support and resettlement related to component projects with public investment capital in the years 2022 and 2023. The order and procedures for appointment of contractors comply with the provisions of the law on procurement.
- Allow the People's Committees of the provinces and cities: Hanoi, Hung Yen and Bac Ninh to simultaneously carry out a number of work related to compensation, support, resettlement and identification of dump sites of construction solid waste in the project preparation phase.
- The Government requires the above three localities to take responsibility for ensuring capital sources as prescribed in Clause 5, Article 2 of Resolution No. 56/2022/QH15 of the National Assembly; adjust the structure of the total investment of each component project according to the competence of the investment decider in case it does not increase the total investment of that component project.
In addition to the responsibilities mentioned above, the Government also clearly assigns the responsibilities of the three localities mentioned above and related ministries in Resolution 106/NQ-CP of Vietnam in 2022.
