How to exchange a torn health insurance card in Vietnam? Is infertility evaluation covered by health insurance?

I have the following problem that I would like to be answered. Currently, my health insurance card is wet, then torn, so I want to get it exchanged. What are the procedures for re-issuance of the card? What are the procedures for medical examination and treatment with a health insurance card while I am waiting to exchange my card? How to exchange a torn health insurance card in Vietnam?

Pursuant to Article 19 of the 2008 Law on Health Insurance of Vietnam as follows:

A health insurance card may be exchanged in the following cases:

- It is torn, rumpled or damaged:

- The registered primary care provider is changed;

- The information printed in the card is incorrect;

Thus, in case your health insurance card is wet, then torn, you are eligible to exchange it.

A dossier of request for the exchange of a health insurance card comprises:

- The insured’s written request for card exchange;

- The health insurance card.

Within 7 working days after receiving a complete dossier prescribed in Clause 2 of this Article, the health insurance institution shall exchange the card for the insured. Pending the card exchange, the card holder is still entitled to health insurance benefits.

What are the procedures for medical examination and treatment with a health insurance card during the replacement of the card?

Pursuant to the provisions of Clause 3, Article 15 of Decree 146/2018/ND-CP of Vietnam stipulating the case of medical examination when the card is exchanged as follows:

“3. When visiting healthcare establishments to receive medical examination or treatment services, a health insurance policyholder who is expecting a new health insurance card which is reissued or replaces the preexisting one must present the note of appointment for reissuance and replacement of health insurance card issued by the social insurance agency or any entity or individual authorized by the social insurance agency to receive applications for reissuance and replacement of health insurance cards by using the Form No. 4 of the Appendix to this Decree, and any document evidencing personal identity of that policyholder.”

In addition, Clause 8 of this Article stipulates:

“8. Healthcare establishments and social insurance agencies shall not be allowed to adopt supplemental procedures for health insurance-covered services in addition to those procedures stipulated in this Article. In cases where healthcare establishments or social insurance agencies need copies of the health insurance card and other documents relating to medical examination and treatment of patients to serve administrative tasks, they shall be required to make copies at their expense and shall not be allowed to request patients to make copies or pay photocopy costs.”

Moreover, if you wish to be entitled to health insurance, you must visit medical facilities according to Article 24 of the 2008 Law on Health insurance of Vietnam (amended by Clause 17 Article 1 of the 2014 Law on amendments to the Law on Health insurance of Vietnam) as follows:

“Article 24. Medical facilities covered by health insurance
Medical facilities covered by health insurance (hereinafter referred to as covered medical facilities) are the medical facilities that have signed medical examination and treatment contracts with the health insurance organizations.”

Is infertility evaluation covered by health insurance?

According to Article 23 of the 2008 Law on Health insurance of Vietnam (amended by Clause 16 Article 1 of the 2014 Law on amendments to the Law on Health insurance of Vietnam) stipulating the cases not eligible for health insurance benefits, including:

- Cases specified in Clause 1 of Article 21 in which costs have been paid by the state budget.

- Convalescence at sanatoria or convalescence establishments.

- Medical check-up.

- Prenatal tests and diagnosis for non-treatment purposes.

- Use of obstetric supportive techniques, family planning services or abortion services, except for cases of discontinuation of pregnancy due to fetal or maternal diseases.

- Use of aesthetic services.

- Treatment of squint, myopia and eye refraction defect except for the children under age 6

- Use of prostheses including artificial limbs, eyes, teeth, glasses, hearing aids or movement aids in medical examination, treatment and function rehabilitation.

- Medical examination, treatment and functional rehabilitation in case of disasters.

- Medical examination and treatment for addiction to drugs, alcohol or other habit-forming substances.

- Medical assessment, forensic examination, forensic mental examination.

- Participation in clinical trials or scientific research.

Thus, infertility evaluation will not be covered by health insurance. If the reason for infertility is unknown, it is considered a medical examination and is not covered by health insurance. If the reason for infertility is known and treated, it will be considered as the use of obstetric supportive techniques and will not be covered by health insurance.
