How to Establish at Least 300 Effective Agricultural Cooperative Models with Many Members?
Based on Point b, Clause 2, Chapter I of Resolution 106/ND-CP of 2023, the Government of Vietnam regulates the establishment of at least 300 effective agricultural cooperative models with many members as follows:
- The number of agricultural cooperatives operating at good and fairly good levels must account for 60% or more of the total agricultural cooperatives nationwide.
- Establish at least 300 effective agricultural cooperative models with many members; the average revenue per cooperative must be 5 billion VND/year or more; in line with the conditions and production and business requirements of each locality and industry.
- Expand the number of members and business scale through linking and cooperation between cooperatives; mobilize 40-45% of total agricultural, forestry, and fishery households to join agricultural cooperatives.
- Increase product value per agricultural production unit by at least 10%; revenue must increase by at least 20%; about 30% of agricultural cooperatives must be linked with enterprises to consume agricultural products.
- Promote the application of information technology and digital transformation, aiming to have over 3,000 agricultural cooperatives applying high technology and good agricultural practices (GAP), green economy, circular economy, and knowledge economy.
- About 30% of the management staff of agricultural cooperatives (board of directors, board members, control committee) must be trained in agricultural cooperative managerial occupations according to the training programs of the Ministry of Agriculture and Rural Development and other training institutions; priority is given to training young, female staff for managing and operating agricultural cooperatives.
- Form a network of agricultural extension groups, community agricultural extension groups, and organizations and individuals with sufficient capacity and experience to participate in advising and supporting agricultural cooperative development.

How to Strengthen Investment Attraction and Support for Agricultural Cooperative Development?
Based on Clause 5, Chapter II of Resolution 106/ND-CP of 2023, the Government of Vietnam regulates the strengthening of investment attraction and support for agricultural cooperative development as follows:
- Ministries, central authorities, and local authorities should facilitate state budget support and attract other lawful financial sources to support agricultural cooperative development.
- Encourage enterprises and other economic sectors to cooperate and link investment, share resources and experience in supporting agricultural cooperative development through the following methods:
+ Organizations paying value-added tax under the credit method shall deduct input VAT on input materials used for production and business activities subject to VAT; enterprises support their employees participating in supporting agricultural cooperatives linked to the supply chains and value chains of agricultural products.
+ Provide digital transformation services; assign planting and breeding area codes according to regulations; certify seeds and product quality; trace product origins; promote trade; train and educate agricultural cooperative management and members; have policies supporting agricultural insurance, health insurance, and social insurance for the management staff, members, and workers in agricultural cooperatives.
+ Establish priority mechanisms to support investment cooperation and linkages with agricultural cooperatives in developing raw material areas, supplying input materials, agricultural, forestry, fishery, and salt extension, adopting production processes according to quality standards, ensuring food safety and hygiene, and promoting trade and linking product consumption.
- Based on the National Target Programs for the 2021-2025 period, ministries, central authorities, and local authorities should prioritize balancing and allocating funds to support agricultural cooperative development.
How to Strengthen the Inspection, Supervision, and Support for Agricultural Cooperative Development?
Based on Clause 6, Chapter II of Resolution 106/ND-CP of 2023, the government regulates the strengthening of inspection, supervision, and support for agricultural cooperative development as follows:
- Reinforce the organization of state management of agricultural cooperatives at central and local levels; assign officials with capacity and experience to perform state management duties on agricultural cooperatives.
- Improve the quality of public services supporting the development of agricultural cooperatives regarding issuing area codes for planting and breeding, product traceability, scientific and technological application, trade promotion, product brand building, agricultural insurance, climate change adaptation, and other public services as prescribed by law.
- Annually, ministries, central authorities, and local authorities should organize events to promote, introduce, honor, and reward effective agricultural cooperatives and organizations and individuals with significant contributions to supporting agricultural cooperative development.
