Pursuant to the provisions of Clause 2, Article 10 of Circular 45/2023/TT-BCA, the regulations are as follows:
Electronic Information Portal of Units under the Ministry, Provincial Public Security
1. The electronic information portal of units under the Ministry, provincial Public Security is an official, unified, centralized information channel of the units under the Ministry, provincial Public Security on the network environment.
2. The domain for accessing the electronic information portal of the units under the Ministry on the Internet is in the format: tendonvi.bocongan.gov.vn or tendonvi.mps.gov.vn; where tendonvi is the abbreviation or full name of the unit in Vietnamese without diacritics or in English.
3. The domain for accessing the electronic information portal of the provincial Public Security on the Internet is in the format: congan.tentinhthanh.gov.vn; where tentinhthanh.gov.vn is the domain for accessing the electronic information portal of the People's Committee of the province, city directly under the central government on the Internet.
4. Units under the Ministry, provincial Public Security are responsible for supplementing, changing the domain for accessing the electronic information portal of the units according to the provisions of Clauses 2 and 3 of this Article.
Thus, based on the above regulations, the domain for accessing the electronic information portal of units under the Ministry of Public Security on the Internet is as follows:
- tendonvi.bocongan.gov.vn- tendonvi.mps.gov.vn
Where tendonvi is the abbreviation or full name of the unit in Vietnamese without diacritics or in English.
How to Access the Electronic Information Portal Domain of Units Under the Ministry of Public Security on the Internet?
What Information is Provided by Units Under the Ministry, Provincial Public Security on the Network Environment?
Pursuant to the provisions of Article 9 of Circular 45/2023/TT-BCA, the information provided by units under the Ministry, provincial Public Security on the network environment includes:
- The contents specified in Clause 1, Article 4 of Decree 42/2022/ND-CP.
- Information on directives, operations, activities of the leadership of the Ministry of Public Security and the leadership of units under the Ministry, provincial Public Security;
- Information on activities, issues within the functions, tasks, and content of statements, information provision to the press of units under the Ministry, provincial Public Security;
- Information on cases under investigation, cases being investigated, verified by provincial Public Security, district-level Public Security that are deemed necessary to provide information on the network environment for the investigation, verification process and crime prevention and suppression;
- Information to combat and refute false, hostile viewpoints, inaccurate information about the Communist Party, the State, the police sector, and the work of protecting national security, ensuring social order and safety, combating and preventing crime and legal violations;
- Specialized information: Crime warnings; guides to report crimes; state management of security and order; fire prevention and fighting; ensuring traffic order and safety; building a movement of all people protecting national security; building laws; advanced models, exemplary images, good deeds, brave acts, serving the People performed by police officers;
- Information on online public services being implemented by units under the Ministry, provincial Public Security and guidance on implementing these services;
- Information on responding to questions from People's Council members and responding to voter petitions related to the functions and tasks of provincial Public Security. Receiving comments from organizations and individuals on the activities of the managing agency; answering questions within the state management scope of the managing agency sent by organizations and individuals;
- Information on wanted subjects, sought-for individuals;
- Hotline information.
The above information must be promptly updated in case of changes.
Based on the actual situation, the heads of units under the Ministry, Directors of provincial Public Security decide on providing other information on the network environment suitable to the functions, tasks, and actual situation of their units.
General Principles for Providing Information of the People's Public Security Forces on the Network Environment
Pursuant to the provisions of Article 3 of Circular 45/2023/TT-BCA, the provision of information by the People's Public Security forces on the network environment must meet the following 05 general principles:
- Information provided on the network environment by the Ministry of Public Security, police units, localities is public information, not classified as state secrets, professional secrets, and internal secrets of the police sector, not information or documents not allowed to be posted publicly on the network; in line with the functions, tasks, and powers of the People's Public Security forces.
- The provision of information by the Ministry of Public Security, police units, localities on the network environment must fully, seriously comply with the provisions of the law on information access, information technology, network information security, cybersecurity, and Vietnam Government regulations on the management, provision, and use of Internet services and information on the network.
- The Ministry of Public Security's electronic information portal and the electronic information portals, websites (hereinafter collectively referred to as electronic information portals) of police units, localities must ensure basic support functions, interactive functions with organizations and individuals on the network environment according to the provisions of Articles 7 and 8 of Decree 42/2022/ND-CP of the Vietnam Government on providing information and online public services of state agencies on the network environment and relevant legal provisions.
- The Ministry of Public Security's electronic information portal and the electronic information portals of police units, localities can only cite information sources from the electronic information portals of Communist Party, state agencies; not citing information unrelated to the functions, tasks of the People's Public Security forces.
- Electronic information portals of units under the Ministry; police academies, schools; hospitals under the Ministry of Public Security are components of the Ministry of Public Security's electronic information portal. The construction of electronic information portals of police units, localities must be approved by the Minister of Public Security.
Circular 45/2023/TT-BCA is effective from November 15, 2023.
