According to Clause 1, Article 6 of Circular 18/2022/TT-BGTVT guiding the receipt and handling of complaints and recommendations of individuals and organizations on administrative regulations under the management of the Ministry of Transport of Vietnam:
"Article 6. Forms of reflections and recommendations and requirements for reflections and petitions
1. Forms of feedback and recommendations
a) Give written feedback and recommendations;
b) Reflect and make recommendations by phone;
c) Reflect and propose to pass the opinion form;
d) Direct feedback and recommendations;
dd) Data messages are sent via email of the receiving agency (email address: [email protected]), the portal of the Ministry of Transport of Vietnam (access address: access: https://www.mt.gov.vn), Public Service Portal and electronic one-stop information system of the Ministry of Transport of Vietnam (access address: https:/dichvucong.mt.gov.vn, Feedback and recommendations section) or National Public Service Portal (access address: https:/dichvucong.gov.vn, section Reflections and recommendations)"

According to Article 6 of Circular 18/2022/TT-BGTVT stipulating the requirements for reporting petitions on administrative procedures:
"Article 6. Forms of reflections and recommendations and requirements for reflections and petitions
...
2. Requirements for written feedback and recommendations
a) Individuals and organizations should send their written feedback and recommendations to the following addresses:
Send directly at the Office of the Archives - Office of the Ministry of Transport, No. 80 Tran Hung Dao, Hanoi; or
Send via postal system to the Ministry of Transport at No. 80 Tran Hung Dao, Hanoi; or
Send via internet to the "Suggestions" section on the Portal of the Ministry of Transport of Vietnam (access address: https://www.mt.gov.vn), the Feedback and recommendations section on the Translation Portal. Public service and electronic one-stop information system of the Ministry of Transport of Vietnam (access address: https:/dichvucong.mt.gov.vn) or send an email to the address: [email protected]. vn for the receiving agency, which is the "Administrative Procedures Control Department" under the Office of the Ministry of Transport of Vietnam (hereinafter referred to as the Administrative Procedures Control Department).
b) Using Vietnamese language, Vietnamese character code Unicode TCVN 6909: 2001;
c) Clearly state the contents of the complaint or recommendation;
d) Specify the name, address, phone number (or mailing address when needing to be contacted) of the individual or organization giving feedback or recommendation.
3. Requests for complaints and suggestions by phone
a) Individuals and organizations make complaints and petitions by phone via the hotline number 024.32151184 (in case of complaints or petitions from abroad, call at number 0084.2432151184) of the Administrative Procedures Control Department affiliated to the Department of Administrative Procedures. Office of the Ministry of Transport of Vietnam;
b) Use the Vietnamese language;
c) Clearly state the contents of the complaints and recommendations;
d) Notify the name, address, phone number (or mailing address when needing to contact) of the individual or organization having feedback or petition.
4. Requirements for feedback and proposals for approval of the opinion form
This form is only applied when agencies and units under the Ministry of Transport of Vietnam want to collect opinions of individuals and organizations on specific administrative regulations. The submission of the opinion form can be done through one or more forms such as:
a) Send a dispatch to get opinions;
b) Collect opinions through the mass media;
c) Send data messages via electronic information network (e-mail, "Suggestions" column on the portal of the Ministry of Transport of Vietnam).
5. Requests for reporting petitions by means of data messages are sent via email of the receiving agency, the website of the Ministry of Transport of Vietnam or the National Public Service Portal.
a) Complaints and petitions must be sent to the correct email address, access to the Ministry of Transport's web portal or the address of the National Public Service Portal announced by the receiving agency. declare;
b) Use the Vietnamese language; the font of the Vietnamese character code set (Vietnamese font Unicode) according to Vietnamese standards TCVN 6909:2001;
c) Clearly state the contents of the complaint or recommendation;
d) Specify the name, address, phone number, email address or postal address when contacting individuals or organizations with feedback or recommendations;
dd) Attach files of appropriate format as required by the information system;
e) Must have an account on the National Public Service Portal (for organizations and individuals submitting complaints and petitions on the National Public Service Portal)."
Principles of receiving and handling complaints and recommendations on administrative procedures of Vietnam?
Article 4 of Circular 18/2022/TT-BGTVT, stipulates:
"Article 4. Principles of receiving and handling complaints and petitions
1. Fully comply with current regulations of law.
2. To ensure publicity, transparency, objectivity and honesty.
3. The process of receiving, classifying, transferring and handling must be specific, clear and unified, ensuring simple and convenient receiving procedures, creating conditions for individuals and organizations to send their feedbacks and opinions.
4. Ensuring information security in sending, transferring and storing data about reflections and recommendations of individuals and organizations."
Thus, according to this circular, the Ministry of Transport of Vietnam publishes email addresses and electronic portals for people to make feedback and recommendations on administrative procedures.
Circular 18/2022/TT-BGTVT comes into force from September 15, 2022.
