How often must a major energy user plan on economical and efficient use of energy?
Pursuant to Article 10 of Decree 21/2011/ND-CP of Vietnam as follows:
Planning on economical and efficient use of energy
1. Major energy users shall adopt annual and five-year plans on economical and efficient use of energy:
a/ Annual plans shall be made annually;
b/ Five-year plans shall be made for each five-year period.
2. Annual and five-year plans cover the following principal parts:
a/ Evaluation of implementation of the plan of the previous year (for annual plans) or the previous five years (for five-year plans);
b/ Planning on economical and efficient use of energy for the planning year (for annual plans) or the next five years (for five-year plans).
3. The Ministry of Industry and Trade shall guide contents and forms of, and time, order and procedures for submitting, the reports specified in Clauses 1 and 2 of this Article.
Thus, major energy users shall adopt annual and five-year plans on economical and efficient use of energy.

How to prepare annual plans for economical and efficient use of energy of major energy users in Vietnam?
Pursuant to Article 7 of Circular 25/2020/TT-BCT of Vietnam guiding major energy users to prepare plans for economical and efficient use of energy and reports on implementation thereof as follows:
- Before April 30 of each year, facilities must produce plans for the N year and reports on implementation of economical and efficient energy use plans for the N-1 year of the facilities, and register with local Departments of Industry and Trade on the website http://dataenergy.vn.
- Year N plans and reports on implementation of year N-1 plans on economical and efficient use of energy of the facilities shall include details specified under Forms 1.2 to 1.8 under Annex I attached to this Circular. The facilities shall choose a Form suitable for their field of operation to develop year N plans and reports on implementation of year N-1 plan.
- Preparation and registration for year N plans and reports on implementation of year N-1 plans for economical and efficient use of energy of facilities shall conform to following procedures:
+ Access the website http://dataenergy.vn, input data according to the steps shown on the website;
+ In case the facilities are requested by Departments of Industry and Trade to revise, revise and update plans and reports on implementation thereof on the website;
- Facilities are responsible for organizing full implementation of annual plans for economical and efficient use of energy once register.
How to prepare 5-year plans for economical and efficient use of energy of major energy users?
Pursuant to Article 8 of Circular 25/2020/TT-BCT of Vietnam guiding major energy users to prepare 5-year plans for economical and efficient use of energy of facilities and report on implementation thereof as follows:
- Before the first April 30 of every 5 years, facilities must produce plans for economical and efficient energy use for the next 5 years and reports on implementation of the previous 5-year plans submit to local Departments of Industry and Trade on the website http://dataenergy.vn.
- 5-year plans and reports on implementation of 5-year plans on economical and efficient use of energy of the facilities shall include details specified under Annex II attached to this Circular.
- Preparation and registration for 5-year plans and reports on implementation of 5-year plans for economical and efficient use of energy of facilities shall conform to following procedures:
+ Access the website http://dataenergy.vn, input data according to the steps shown on the website;
+ In case the facilities are requested by Departments of Industry and Trade to revise, revise and update 5-year plans and reports on implementation thereof on the website;
+ Reports on implementation of 5-year plans shall be automatically calculated and updated via database on national energy use based on results of reports on implementation of annual plans of the facilities.
- Facilities are responsible for organizing full implementation of 5-year plans for economical and efficient use of energy once register.
