1. The Provincial People's Committee consists of the Chairman, Vice Chairmen, and members.
A class I Provincial People's Committee shall have no more than four Vice Chairmen, while class II and class III shall have no more than three Vice Chairmen.
Members of the Provincial People's Committee include members who are heads of specialized agencies under the Provincial People's Committee, members in charge of military affairs, and members in charge of public security.
2. Specialized agencies under the Provincial People's Committee include departments and department-equivalent agencies.
Thus, the Provincial People's Committee consists of the Chairman, Vice Chairmen, and members.

What responsibilities and powers must the Provincial People's Committee perform?
Pursuant to Article 21 of the Law on Organization of Local Governments 2015, the Provincial People's Committee must perform the following responsibilities and powers:
- Develop and submit to the Provincial People's Council for decision the contents prescribed in points a, b, and c of clause 1, points d, e, and f of clause 2, clauses 3, 4, 5, 6, and 7 of Article 19 of the Law on Organization of Local Governments 2015, and implement the resolutions of the Provincial People's Council.
- Prescribe the organizational apparatus and specific duties and powers of specialized agencies under the Provincial People's Committee.
- Organize the implementation of the provincial budget, the objectives of socio-economic development, industrial development, construction, trade, services, tourism, agriculture, forestry, fisheries, the transportation network, irrigation; implement measures for land use management, mountains, rivers, water resources, mineral resources, maritime and airspace resources, and other natural resources; implement disaster prevention measures, environmental protection within the province’s territory as decentralized.
- Develop and implement programs, projects, and plans of the province concerning ethnic minority areas, areas with particularly difficult socio-economic conditions.
- Implement measures to build the all-people national defense associated with people's security in the province; direct the construction of a solid defensive area in the province; organize local defense education, security, and military tasks; build and operate local army units, the militia, and self-defense forces; develop reserve mobilization forces and ensure task requirements according to legal regulations; promote the all-people movement to protect the national security at the local level.
- Perform tasks related to the organization and guarantee the enforcement of the Constitution and law, build the government and administrative boundaries, education, training, science, technology, culture, information, physical education, sports, health care, labor, social policies, ethnicity, religion, defense, security, social order and safety, judicial administration, judicial support, and other duties and powers as prescribed by law.
- Perform duties and powers decentralized and authorized by central state agencies.
- Decentralize and authorize the lower-level People's Committees, agencies, and other organizations to perform the tasks and powers of the Provincial People's Committee.
How must the Chairman of the Provincial People's Committee perform responsibilities and powers?
Pursuant to Article 23 of the Law on Organization of Local Governments 2015 on the duties and powers of the Chairman of the Provincial People's Committee:
The Chairman of the Provincial People's Committee is the head of the Provincial People's Committee and has the following duties and powers:
- Lead and direct the work of the Provincial People's Committee and its members; lead and direct specialized agencies under the Provincial People's Committee.
- Approve the election results, dismiss, remove from office the Chairman, Vice Chairman of the district People's Committee; transfer, suspend, discharge the Chairman, Vice Chairman of the district People's Committee; assign the acting Chairman of the district People's Committee in case the position is vacant between two sessions of the District People's Council.
Request the Chairman of the district People's Committee to suspend or discharge the Chairman, Vice Chairman of the People's Committee of the lower level when failing to complete assigned tasks or violating the law; appoint, dismiss, transfer, discharge, commend, and discipline officials and public employees under management according to legal regulations.
- Lead and direct the implementation of tasks for the enforcement of the Constitution, law, documents of higher state agencies, the People's Council, and the Provincial People's Committee; perform tasks on defense, security, ensure social order and safety, fight and prevent crimes and other violations of the law, prevent bureaucracy, corruption; implement measures to protect the assets of agencies, organizations, lives, freedom, honor, dignity, assets, legitimate rights and interests of citizens; manage population in the province according to legal regulations.
- Lead and be responsible for the operation of the state administrative system from the province to the grassroots level, ensure the unity and seamlessness of the administration; direct the administrative reform, civil service reform in the local state administrative system.
- Suspend the execution or annul illegal documents issued by specialized agencies under the Provincial People's Committee, or illegal documents issued by the district People's Committee and its Chairman. Suspend the execution of illegal documents issued by the District People's Council, report to the Provincial People's Committee to request the Provincial People's Council to annul them.
- Organize cooperation with higher-level state agencies based in the province to perform tasks and powers as prescribed by law.
- Direct the district’s Chairman; authorize the Vice Chairman of the Provincial People's Committee or head of specialized agencies under the Provincial People's Committee to perform tasks and powers within the Chairman’s authority.
- Manage and organize the effective use of public offices, assets, working means, and the state budget assigned in the province according to legal regulations.
- Direct the implementation of environmental protection measures, fire and explosion prevention; direct and apply measures to solve urgent unexpected tasks in disaster prevention, disease control, security, social order and safety in the province according to legal regulations.
- Organize inspection, examination, complaint settlement, law violations handling, and citizen reception according to legal regulations.
- Perform tasks and powers decentralized and authorized by the central state agencies.
