1. From the effective date of this Circular, if the public employee has not yet met the conditions and criteria for appointment to the professional title of a specialized officer of the inland waterway port authority as prescribed in Articles 4 and 5, Article 6, Article 7 of this Circular shall be implemented as follows:
a) If the public employee has less than 05 years (60 months) of working until the time of retirement, he/she may continue to hold the rank or rank of public employee's professional title and pay salary according to the current rank;
b) If the public employee has a term of 05 years (60 months) or more, within 03 years (36 months) the agency employing the public employee shall arrange for the employee to study to ensure that he/she meets the standards. of the professional title of the officer specialized in the inland waterway port authority as prescribed in this Circular. After the time specified at this point, if the public employee fails to meet the standards specified in this Circular, the head of the public non-business unit shall consider arranging other suitable jobs or settle the regimes and policies according to the law.
2. The professional titles of employees of inland waterway port authorities specified in this Circular may apply the professional salary table for officials and public employees in state public service providers (Table 3) promulgated together with the Government's Decree No. 204/2004/ND-CP dated December 14, 2004 on the salary regime for cadres, civil servants, public employees and the armed forces, as follows:
a) The professional title of Class I inland waterway port authority is entitled to the salary coefficient of Grade A3 and Group 1 (A3.1) officers from 6.20 to 8.00;
b) The professional title of Class II inland waterway port authority may apply the salary coefficient for public employees grade A2, group 1 (A2.1) from the salary coefficient 4.40 to the salary coefficient 6.78;
c) The professional title of Class III inland waterway port authority may apply the salary coefficient of grade A1 public officer from the salary coefficient 2.34 to the salary coefficient 4.98;
d) For the professional title of Class IV Employees of inland waterway port authorities, the salary coefficient of grade A0 is applied from the salary coefficient of 2.10 to the salary coefficient of 4.89.
3. The salary calculation for specialized employees of inland waterway port authorities who are arranging salaries in the ranks of civil servants and public employees currently holding to the professional titles of employees of inland waterway port authorities specified in this Circular shall be arranged according to regulations in Clause 2, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary classification when raising ranks, changing ranks, changing types of civil servants and public employees , As follows:
a) Salary rating of Class I employees of inland waterway port authorities, code V.12.52.01, for public employees currently ranked A3, group 1 (A3.1);
b) Salary ranking of Class I employees of inland waterway port authoritiesI, code V.12.52.02, for public employees currently ranked A2, group 1 (A2.1);

Pursuant to Article 8 of Circular 39/2022/TT-BGTVT of Vietnam stipulating the salary calculation of professional titles of public employees specialized in the inland waterway port authorities according to the following principles:
