Pursuant to Clause 1, Article 3 of Resolution 69/2022/QH15, the National Assembly stipulates that the statutory pay rate will be increased to VND 1,800,000/month from July 1, 2023.
Thus, from the present time until the end of June 30, 2023, the statutory pay rate is still applied according to the provisions of Clause 2, Article 3 of Decree 38/2019/ND-CP at VND 1,490,000/month.
Pursuant to Clause 2, Article 9 of Circular 39/2022/TT-BGTVT of Vietnam stipulating as follows:
Change in salary calculation, professional title, officer specialized in inland waterway port authority
1. From the effective date of this Circular, if the public employee has not yet met the conditions and criteria for appointment to the professional title of a specialized officer of the inland waterway port authority as prescribed in Articles 4 and 5, Article 6, Article 7 of this Circular shall be implemented as follows:
a) If the public employee has less than 05 years (60 months) of working until the time of retirement, he/she may continue to hold the rank or rank of public employee's professional title and pay salary according to the current rank;
b) If the public employee has a term of 05 years (60 months) or more, within 03 years (36 months) the agency employing the public employee shall arrange for the employee to study to ensure that he/she meets the standards. of the professional title of the officer specialized in the inland waterway port authority as prescribed in this Circular. After the time specified at this point, if the public employee fails to meet the standards specified in this Circular, the head of the public non-business unit shall consider arranging other suitable jobs or settle the regimes and policies according to the law.
2. The professional titles of employees of inland waterway port authorities specified in this Circular may apply the professional salary table for officials and public employees in state public service providers (Table 3) promulgated together with the Government's Decree No. 204/2004/ND-CP dated December 14, 2004 on the salary regime for cadres, civil servants, public employees and the armed forces, as follows:
a) The professional title of Class I inland waterway port authority is entitled to the salary coefficient of Grade A3 and Group 1 (A3.1) officers from 6.20 to 8.00;
b) The professional title of Class II inland waterway port authority may apply the salary coefficient for public employees grade A2, group 1 (A2.1) from the salary coefficient 4.40 to the salary coefficient 6.78;
c) The professional title of Class III inland waterway port authority may apply the salary coefficient of grade A1 public officer from the salary coefficient 2.34 to the salary coefficient 4.98;
d) For the professional title of Class IV Employees of inland waterway port authorities, the salary coefficient of grade A0 is applied from the salary coefficient of 2.10 to the salary coefficient of 4.89.
3. The salary calculation for specialized employees of inland waterway port authorities who are arranging salaries in the ranks of civil servants and public employees currently holding to the professional titles of employees of inland waterway port authorities specified in this Circular shall be arranged according to regulations in Clause 2, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary classification when raising ranks, changing ranks, changing types of civil servants and public employees , As follows:
a) Salary rating of Class I employees of inland waterway port authorities, code V.12.52.01, for public employees currently ranked A3, group 1 (A3.1);
b) Salary ranking of Class I employees of inland waterway port authoritiesI, code V.12.52.02, for public employees currently ranked A2, group 1 (A2.1);
c) Salary ranking of Class I employees of inland waterway port authoritiesII, code V.12.52.03, for public employees currently ranked A1 salary;
d) Salary rating of the Class I employees of inland waterway port authoritiesV, code V.12.52.04, for public employees currently ranked A0.

What are the principles for calculating the salary of professional titles of public employees specialized in inland waterway port authorities?
Pursuant to Article 8 of Circular 39/2022/TT-BGTVT of Vietnam stipulating the salary calculation of professional titles of public employees specialized in the inland waterway port authorities according to the following principles:
- The appointment and salary classification of professional titles of officers specialized in inland waterway port authority must be based on the working position, responsibilities, and professional expertise they are undertaking and fully satisfy the standards prescribed in Circular 39/2022/TT-BGTVT of Vietnam.
- When transferring rank from a professional title, an officer currently holding to a professional title of a civil servant specialized in the respective inland waterway port authority may not combine salary increases or promotion to public employee professional titles.
What are the general standards of ethics of employees of inland waterway port authorities in Vietnam?
Pursuant to Article 3 of Circular 39/2022/TT-BGTVT of Vietnam stipulating general standards of professional ethics for inland waterway port authorities in Vietnam as follows:

Circular 39/2022/TT-BGTVT of Vietnam takes effect from March 1, 2023.
