- A fine ranging from VND 4,000,000 to VND 5,000,000 shall be imposed upon an operator of a two-wheeled motorcycle whose engine displacement is 175 cm3 or more and three-wheeled motorcycles who fails to have a driving license or using a driving license that is not issued by a competent authority or using a falsified driving license;

- A fine ranging from VND 1,000,000 to VND 2,000,000 shall be imposed upon an operator of a two-wheeled motorcycle whose engine displacement is under 175 cm3 and motorcycle-like vehicles who fails to have a driving license or using a driving license that is not issued by a competent authority or using a falsified driving license;

Thus, the penalty for the case of failing to have a driving license will be much higher than the penalty for forgetting to carry the driving license.

d/ Motor vehicle owner civil liability insurance certificate.

Thus, when joining in traffic, the driver must carry the following papers:

- Vehicle registration paper;

- Driving license, for motor vehicle operators defined in Article 59 of this Law;

- Technical safety and environmental protection inspection certificate, for motor vehicles prescribed in Article 55 of the 2008 Law on Road Traffic in Vietnam;

- Motor vehicle owner civil liability insurance certificate.
