Pursuant to the provisions of Clause 1, Article 6 of Decree No. 114/2016/ND-CP as follows:
Fee amounts
1. Amounts of adoption registration fees:
a) Amount of domestic adoption registration fee: VND 400,000/case.
b) Amount of adoption registration fee collected from Vietnamese people residing in foreign countries or foreigners permanently residing in foreign countries that adopt children being Vietnam nationals: VND 9.000.000/case.
c) Amount of fee collected from foreigners permanently residing in Vietnam that adopt children being Vietnamese nationals: VND 4.500.000/case.
d) Amount of fee collected from foreigners residing in border regions of neighbor countries that adopt Vietnamese children permanently residing in such border regions: VND 4.500.000/case.
dd) Amount of adoption registration fee at Vietnam’s overseas representative bodies: USD 150/case. The above fee shall be converted into the receiving country’s currency according to the selling rate of USD announced by a bank where the Vietnam’s overseas representative body open its account.
2. Amounts of fees for issuance of operation license to an intercountry adoption agency:
a) Initial issuance license fee: VND 65,000,000/license;
b) Extension license fee: VND 35,000,000/license.
Thus, according to the above regulations, the adoption registration fee for Vietnamese citizens temporarily residing abroad who registers for adoption at a Vietnamese representative agency is USD 150/case.
In particular, the above-mentioned amount is converted into the currency of the host country at the selling rate of the US dollar announced by the bank where the Vietnamese representative agency in that country opens an account.

What is the application for adoption registration at a Vietnamese representative agency in foreign countries?
Pursuant to subsection 4, Section A, Part II Administrative procedures promulgated together with Decision No. 169/QD-BTP in 2021. An adoption registration dossier at a Vietnamese representative agency in foreign countries includes: 01 dossier of the adopter and 01 dossier of the persons allowed to be adopted.
To be specific:
(1) Application of the adopter:
- Application form for domestic adoption;
- Copy of Passport, Identity Card or other valid substitute papers;
- Judicial history card:
In case the adoptee has resided abroad for 6 months or more, the criminal record card may be issued by the competent authority of the country where the adopter resides.
- Written confirmation of marital status:
+ In case the adopter is the adoptive couple: Marriage certificate.
+ In case the adopter is a single person adopting the child: Certificate of marital status.
- Health Certification:
In case the adopter has resided abroad for 6 months or more, the health certificate may be issued by the competent authority of the country where the adopter resides.
- Written certification of family situation, accommodation status, economic conditions:
In case the adoptee has resided abroad for 6 months or more, a written certification of family circumstances, accommodation status and economic conditions may be issued by a competent authority of the country where the adoptee resides.
(2) Application of persons allowed to be adopted:
- Birth certificate;
- Health certificate issued by a district-level health agency or higher:
In case the persons allowed to be adopted has resided abroad for 6 months or more, the health certificate may be issued by the competent authority of the country where the adopted person resides.
- Two full body photos, looking straight ahead, taken within 6 months;
- One of the following documents:
+ For orphans: Death certificate of the biological father or mother or a court decision declaring that the child's biological father or mother is dead;
+ For the person introduced for adoption whose natural father or mother is missing: TA's decision declaring that the biological father and mother of the introduced person is missing;
+ For the person introduced for adoption whose natural father or mother has lost their civil act capacity: Court's decision declaring that the biological father or mother of the person introduced for adoption has lost their civil act capacity.
In case the adopted person has resided abroad for 6 months or more, the corresponding documents mentioned above may be issued by the competent authority of the country where the adopted person resides.
How long does it take to process an adoption registration dossier at a Vietnamese representative agency in foreign countries?
According to the provisions of Sub-section 4, Section A, Part II of the administrative procedures issued together with Decision No. 169/QD-BTP in 2021. Applications for adoption registration at Vietnamese representative agencies in foreign countries shall be handled as follows:
- Time for Vietnamese representative agencies in foreign countries to examine dossiers and collect opinions of relevant persons: 10 days from the date of receipt of complete and valid dossiers;
- The time when Vietnamese representative agencies in foreign countries organizes the adoption registration, awards the certificate of domestic adoption to the adoptive parents, natural parents or guardians, the child delivery and adoption organization, record in the adoption register: 20 days from the date of consultation of the concerned persons.
This includes the time when the concerned people change their mind to agree on the adoption of children: 15 days from the date of consultation.
- If the Vietnamese representative agency in foreign countries requests the domestic agency to verify, the time limit for the domestic agency to conduct the verification is 30 days from the date of receipt of the written request from the Vietnamese representative agency in foreign countries.
