What is a digital certificate in Vietnam?
Pursuant to Clause 6, Article 2 of the Regulation on management and use of digital certificates and digital signatures issued by the Ministry of Finance together with Decision 2140/QD-BTC in 2020, digital signatures is:
"Article 2: Interpretation of words
In these Regulations, the following terms are construed as follows:
...
6. “Digital certificate” is a form of electronic certificate issued by a digital signature certification service provider in order to provide identification information for the public key of an agency, organization or individual before confirming that the agency, organization or individual is the person signing the digital signature by using the corresponding secret key. Digital certificates include the following types:
a) Classification by users:
a1) “Personal digital certificate” contains identifying information of an individual; Used to verify an individual's digital signature.
a2) “Digital certificate of agency or organization” contains identifying information of the agency or organization; used to confirm the digital signature of the agency or organization.
a3) “Digital certificate of devices, services, software” containing identifying information assigned to equipment, services and software; used to verify the validity of equipment, services, software; including and not limited to the following: Web Server (SSL) certificates, VPN Server, Mail Server, Code Signing.
b) Classification by supplier organization:
b1) “Normal digital certificate” means a digital certificate provided by a specialized digital signature certification service provider of an agency or organization other than the Ministry of Finance (excluding the Government Cipher Board within the scope of the Ministry of Finance). vi this Regulation).
b2) "Digital certificate for Government" is a digital certificate provided by the Government's specialized digital signature certification service provider (Department of Digital Certification and Information Security under the Government Cipher Department).

Who is granted a digital certificate in Vietnam?
According to Article 10 of the Regulation on management and use of digital certificates and digital signatures issued by the Ministry of Finance together with Decision 2140/QD-BTC in 2020 on subjects granted digital certificates as follows:
"Article 10. Subjects granted digital certificates
1. Individuals within the scope of application of digital certificates and digital signatures according to the information technology application implementation program and plan of the Ministry of Finance and the provisions of law shall be granted a personal digital certificate. The device to store the SIM PKI secret key is only issued to individuals within the scope of SIM PKI application approved by the Minister of Finance or the competent authority.
2. Competent organizations and units to use seals in accordance with law, within the scope of application of digital certificates of agencies and organizations according to the Ministry's information technology application deployment program and plan Finance is granted digital certificates of agencies and organizations.
3. The managing unit or the information system operator needs to use digital certificates for equipment, services, and software that are granted digital certificates for devices, services and software."
Service charge rates for maintaining the system checking digital certificate validation status in Vietnam
According to the latest legal regulations, the service charge rates for maintaining the system checking digital certificate validation status is specified in Circular 19/2022/TT-BTC (take effect from June 1, 2022) on the regulation of amounts, collection, payment, management and use of service charge rates for maintaining the system checking digital certificate validation status. Specifically, pursuant to Article 4 of Circular 19/2022/TT-BTC, service charge rates for maintaining the system checking digital certificate validation status as follows:
"Article 4. Charge rates
1. Service charge rates for maintaining the system checking digital certificate validation status: 3,000 VND/month/1 digital certificate issued by an enterprise providing digital signature authentication services to subscribers being organizations or enterprises (excluding individuals).
2. The charging period specified in Clause 1 of this Article is counted from the month the digital certificate issued to the subscriber takes effect until the month preceding the month the subscription expires. In case the digital certificate is valid and expires in the same month, it will be counted as one month."
Thus, Service charge rates for maintaining the system checking digital certificate validation status is 3,000 VND/month for 1 digital certificate.
