How many years of occupational seniority are required to be considered for promotion from Grade 2 Railway Project Manager to Grade 1 Railway Project Manager in Vietnam?
Pursuant to the provisions of Clause 4, Article 4 of Circular 49/2022/TT-BGTVT, public employees who wish to register for an exam or consider promotion to a Grade 1 Railway Project Manager must fully satisfy the following criteria and conditions for registration or consideration for promotion to the professional title of 1st Grade railway project manager.
As follows:
- Satisfy the criteria and conditions for registration for examination or consideration for promotion to professional titles as prescribed in Article 32 of Decree 115/2020/ND-CP;
- Have held the professional title of Grade 2 Railway Project Manager or equivalent for full 06 years or more.
In case of equivalent duration, at least 01 year (full 12 months) must hold the professional title of Grade 2 Railway Project Manager by the end of the deadline for submitting the application for examination or consideration for promotion;
- During the time of holding the professional title of Grade 2 Railway Project Manager and equivalent, at least one of the following criteria and conditions must be met:
+ Preside over the formulation of 01 science and technology topic, scheme, project, program at ministerial, provincial or higher level which has been promulgated or accepted by competent authorities;
+ Preside over the development of 02 grassroots science and technology topics, schemes, projects and programs that the agency employing public employees assigned to preside over the research and construction has been promulgated by competent authorities or acceptance;
+ Have worked as project manager of 01 group A project or 02 group B projects of the same type;
+ Have taken charge of designing or appraising or verifying designs of 02 grade I works or 03 grade II works;
+ Have assumed the prime responsibility for performing one of the tasks of managing construction investment costs of 01 group A project or 02 group B projects or 01 grade I work or 02 grade II works;
+ Have participated in project management of 01 group A project or 02 group B projects of the same type and have one of four practice certificates: Grade 1 project manager, Grade 1 construction design, construction supervision Grade 1 construction, Grade 1 construction valuation.
Thus, public employees who wish to register for the exam or consider promotion to a Grade 1 railway project manager must hold the title of Grade 2 railway project manager for a full 06 years or more.
In case an employee holding the title of Grade 2 Railway Project Manager has not had enough time as mentioned above but wants to be promoted to the title of Grade 1 Railway Project Manager, it is required to hold a similar professional title for a period of equivalent to full 06 years or more.

What are the duties of a Grade 1 railway project manager in Vietnam?
Tasks of a Grade 1 railway project manager are specified in Clause 1, Article 4 of Circular 49/2022/TT-BGTVT.
As follows:
- Assume the prime responsibility for studying and implementing the provisions of the law on specialized railway project management;
- Preside over the compilation and systematization of standards and professional regulations on railway project management;
- Lead the study or participate in the development of railway network planning, propose investment plans to build railway transport infrastructure suitable to the situation, characteristics and direction of socio-economic development of the State and of sectors and fields;
- Assume the prime responsibility for elaborating and appraising science and technology topics, schemes, projects and programs at ministerial, provincial or grassroots levels in construction investment project management;
- Assume the prime responsibility for organizing the implementation of works on management of railway construction investment projects within the scope of assigned tasks;
- Preside over the preparation of content for professional seminars and conferences at home and abroad;
- Preside over the compilation and development of professional manuals for railway project management within the scope of assigned tasks; assume the prime responsibility for organizing thematic and professional training courses or disseminating knowledge and experience in railway project management within the scope of assigned tasks.
What is the salary coefficient of the Grade 1 Railway Project Manager in Vietnam?
Pursuant to the provisions of Clause 1, Article 8 of Circular 49/2022/TT-BGTVT, the salary coefficient of professional titles of railway project manager must be based on job positions, professional responsibilities, the profession is undertaking and fully meets the standards as prescribed in Circular 49/2022/TT-BGTVT.
Accordingly, at Point a, Clause 2, Article 9 of Circular 49/2022/TT-BGTVT, the salary of a Grade 1 railway project manager is ranked as follows:
Grade 1 railway project manager: employee salary coefficient of grade A3, group 1 (A3.1) is applied from salary coefficient 6.20 to salary coefficient 8.00.
Circular 49/2022/TT-BGTVT takes effect from March 1, 2023.
