For members of the Standing Committee of the National Assembly, the Chairman of the Council for Ethnic Minorities, the chairperson of the committees of the National Assembly, the Secretary-General of the National Assembly - the Chairman of the Office of the National Assembly, the Head of the Deputies Affairs Committee, Head of the Volunteer Committee:
To fully ensure the general standards of a member of the Central Executive Committee, at the same time, it is necessary to have the following qualities and capabilities:
- Having a deep understanding of the Vietnamese legal system, international laws and practices, especially in the field of responsibility.
- Having the capacity to concretize and institutionalize the Party's guidelines, guidelines and policies into the State's laws to advise and propose the formulation and promulgation of legislative documents in the assigned field and effectively supervise its implementation.
- Ability to think strategically, forecast and orient the development of the country;
- Ability to participate in summarizing theory and practice;

- Ability to coordinate with the executive and judicial agencies in performing the functions, tasks and powers of the National Assembly.
- Having experienced and successfully completed tasks in the position of permanent member, full-time member of the Council for Ethnic Minorities, committees of the National Assembly or director, equivalent to the director or higher or the position of deputy secretary, the President of the People's Council, the President of the People's Committee of the province.
