Ranks of non-commissioned officers and soldiers
1. Non-commissioned officers in the Vietnam People's Army have three ranks: Senior Sergeant, Sergeant, Corporal.
2. Soldiers in the Vietnam People's Army have two ranks: Private First Class, Private.
Therefore, non-commissioned officers serving in the Vietnam People's Army have 03 ranks, which include:
- Senior Sergeant;
- Sergeant;
- Corporal.

According to Clause 2, Article 5 of Circular 07/2016/TT-BQP, the content is as follows:
Authority for promotion, demotion of ranks for non-commissioned officers and soldiers
1. Promotion to the rank of Private
a) Regimental and brigade commanders and equivalent positions decide on the promotion to the rank of Private for personnel under their command;
b) Commanders of district-level military commands (district, town, city under provincial jurisdiction, and equivalent administrative units – hereinafter referred to as district military command commanders) decide on the promotion to the rank of Private for citizens registered to serve in the reserve force of the Vietnam People's Army who have been arranged and appointed to the reserve unit.
2. Promotion, demotion of ranks for non-commissioned officers and soldiers actively serving
a) Battalion commanders and equivalent positions decide on the promotion to the rank of Private First Class for soldiers under their command;
b) Regimental and brigade commanders and equivalent positions decide on the promotion and demotion to the rank of Sergeant for non-commissioned officers and soldiers under their command;
c) Division commanders and equivalent positions decide on the promotion and demotion to the rank of Senior Sergeant for non-commissioned officers and soldiers under their command.
3. If non-commissioned officers or soldiers violate discipline and no longer qualify as military personnel, disciplinary measures may include stripping of military personnel titles according to the regulations of the Vietnam People's Army's Military Management Ordinance.
4. Promotion, demotion of ranks for reserve non-commissioned officers and soldiers
a) District military command commanders decide on the promotion and demotion to the rank of Sergeant for reserve non-commissioned officers and soldiers registered to serve in the reserve force of the Vietnam People's Army who have been arranged and appointed to the reserve unit.
b) Provincial military command commanders and equivalent positions decide on the promotion and demotion to the rank of Senior Sergeant for reserve non-commissioned officers and soldiers registered to serve in the reserve force of the Vietnam People's Army who have been arranged and appointed to the reserve unit.

1. For non-commissioned officers and soldiers actively serving
a) Holding the correct designated position;
b) Meeting political standards; completing assigned tasks; not violating discipline from reprimand level or higher;
c) Meeting the duration requirements for each rank as stipulated in Clause 1, Clause 2, Article 7 of this Circular.
The criteria for the promotion of ranks for non-commissioned officers actively serving include:
(1) Holding the correct designated position;
(2) Meeting political standards; completing assigned tasks; not violating discipline from reprimand level or higher;
(3) Meeting the duration requirements for each rank as stipulated in Clause 1, Clause 2, Article 7 of Circular 07/2016/TT-BQP, specifically:
For non-commissioned officers and soldiers working in units:
Promotion to the rank of Corporal:
- Private First Class appointed to the position of Deputy Squad Leader or equivalent positions, regardless of duration.
- Positions with the rank of Corporal and technical, professional soldiers who have held the rank of Private First Class for 06 months.
Promotion to the rank of Sergeant:
- Corporals appointed to the position of Squad Leader or equivalent positions, regardless of duration.
- Positions with the rank of Sergeant and technical, professional non-commissioned officers who have held the rank of Corporal for 06 months.
Promotion to the rank of Senior Sergeant:
- Sergeants holding the position of Squad Leader or equivalent positions appointed to the position of Deputy Platoon Leader or equivalent positions, regardless of duration.
- Technical, professional non-commissioned officers with intermediate level or higher who are positioned correctly in the organization and have held the rank of Sergeant for 06 months.
Additionally, for non-commissioned officers and soldiers with outstanding achievements, who have been commended as Outstanding Soldiers or higher, they can be considered for rank promotion by one level; for particularly outstanding achievements, they can be promoted without regard to the stipulated rank, position, and duration requirements in Points a, b, c, and d of Clause 1, Article 7 of Circular 07/2016/TT-BQP, but not more than one level higher than the regulated rank of the designated position.
For non-commissioned officers and soldiers who are students in military schools:
Students currently studying in military schools:
- Promotion to the rank of Private First Class: Have held the rank of Private for 06 months.
- Promotion to the rank of Corporal: Have held the rank of Private First Class for 06 months.
- Promotion to the rank of Sergeant: Have held the rank of Corporal for 12 months.
- Promotion to the rank of Senior Sergeant: Have held the rank of Sergeant for 12 months.
Students graduating from non-commissioned officer commanding training:
- Training for Squad Leader and equivalent positions; graduates with good grades or higher will be promoted to the rank of Sergeant, average grades will be promoted to the rank of Corporal;
- Training for Deputy Platoon Leader and equivalent positions, graduates will be promoted to the rank of Senior Sergeant.
Students graduating from basic technical, professional training:
- Training duration of 06 months or less: Excellent graduates will be promoted to the rank of Sergeant; good and average graduates will be promoted to the rank of Corporal.
- Training duration of more than 06 months: Good graduates or higher will be promoted to the rank of Sergeant; average graduates will be promoted to the rank of Corporal.
Students with outstanding performance awards: from Outstanding Soldiers or higher will be considered for one level rank promotions; for particularly outstanding achievements, they will be considered for out-of-turn rank promotions without regard to the stipulated duration in Points a, b, and c of this Clause;
Note: Students who do not graduate or do not complete the training program will not be considered for rank promotion.
