- The entire of Communist Party of Vietnam, the entire population, and the entire military continue to strengthen the learning and following of the ideology, ethics, and style of Ho Chi Minh. This aims to bring about a strong transformation in awareness and actions within the CPV, the political system, and the people, making learning and following the ideology, ethics, and style of Ho Chi Minh a self-conscious and regular task for CPV committees, CPV organizations, government authorities, the Vietnam Fatherland Front, and political and social organizations at all levels. It particularly applies to leaders, officials, CPV members, civil servants, youth union members, and association members.

- Promoting the learning and following of the ideology, ethics, and style of Ho Chi Minh is an important aspect of the CPV building and rectification work. It contributes to building a clean and strong Communist Party of Vietnam in politics, ideology, organization, and ethics. Pursuant to Section 6 of Directive 05-CT/TW in 2016, the organization of learning and following the ideology, ethics, and style of Ho Chi Minh is as follows:

The responsibility of organizing the learning and following of the ideology, ethics, and style of Ho Chi Minh lies with the CPV committees at all levels, specifically the Standing Committee of the CPV committee and the Party Secretary at each level.

The Central Secretariat Committee of the Communist Party of Vietnam, under the direction of the General Secretary, is responsible for guiding the learning and following of the ideology, ethics, and style of Ho Chi Minh within the Communist Party of Vietnam and society as a whole.

Based on the Directive of the Politburo, the provincial CPV committees, city CPV committees, CPV executive committees, Party Youth Union, and CPV committees directly under the Central leadership are responsible for organizing and guiding the regular learning and following of the ideology, ethics, and style of Ho Chi Minh at the local level, within their respective sectors, organizations, agencies, and units.

The Central Propaganda Department is the agency that assists the Politburo and the Central Secretariat Committee of the Communist Party of Vietnam in guiding the implementation of the Directive. The CPV committee's propaganda department and the propaganda agencies of various sectors and organizations at the same level assist in organizing and implementing the Directive as directed by the CPV committee and leadership at their respective levels.
