How many municipalities are there in Vietnam?
Pursuant to Resolution 1211/2016/UBTVQH13 on standards of administrative units and classification of administrative units promulgated by the Standing Committee of the National Assembly of Vietnam as follows:
The determination of municipalities in Vietnam is based on the provisions of Article 4 of Resolution 1211/2016/UBTVQH13 amended by Resolution 27/2022/UBTVQH15 as follows:
Standards of municipalities
1. The population size is 1,000,000 people or more.
2. There is a natural area of 1,500 km2 or more.
3. Subordinate administrative units:
a) The number of subordinate district-level administrative units has 09 or more units;
b) The ratio of the number of districts, towns and subordinate cities to the total number of district-level administrative units is 60% or more, including at least 02 districts.
4. Have been recognized as a special or class I urban area; or the area where the proposed establishment of a municipality has been classified as meeting the criteria of a special or class I urban area.
5. The structure and level of socio-economic development meet the provisions in the Appendix promulgated together with this Resolution.
Currently, Vietnam has 05 municipalities, including:
- Hanoi
- Ho Chi Minh City
- Hai Phong City
- Da Nang City
- Can Tho City

Administratively, there are currently 63 provinces and municipalities in our country, of which 28 provinces and municipalities have seas, with 125 coastal districts and 12 island districts.

What are the classification criteria and calculation method of points for classification of municipalities in Vietnam?
Pursuant to the provisions of Article 15 of Resolution 1211/2016/UBTVQH13 amended by Resolution 27/2022/UBTVQH15 as follows:
Classification criteria and calculation method of points for classification of municipalities
1. The population size of 1,000,000 people or less is counted 20 points; Per 1,000,000 people, every additional 30,000 people are counted an additional 0.5 points, but not more than 30 points.
2. A natural area of 1,000 km2 or less is counted as 20 points; Per 1,000 km2, every additional 50 km2 is charged an additional 0.5 points, but not more than 25 points.
3. Number of subordinate administrative units:
a) Having 10 or fewer district-level administrative units shall be counted 2 points; over 10 district-level administrative units, every additional 0.5 points shall be counted, but not exceeding 6 points;
b) The ratio of the number of districts to the total number of district-level administrative units of 40% or less is calculated 1 point; Over 40%, every additional 5% is charged an additional 0.5 points, but not more than 4 points.
4. Socio-economic development level:
a/ Having an adjustment rate of revenues distributed to the central budget of 20% or less shall be calculated at 10 points; over 20%, every additional 1% is charged an additional 0.25 points, but not more than 15 points;
b) The proportion of industry, construction and services in the economic structure of 70% or less is calculated 1 point; over 70%, every additional 5% is charged an additional 0.25 points, but not more than 2 points;
c) Per capita income from the national average or less is calculated 1 point; above the national average, every additional 5% is calculated by 0.25 points, but not more than 2 points;
d/ The economic growth rate from the national average or less is calculated as 1 point; above the national average, every additional 0.5% is calculated by 0.25 points, but not more than 2 points;
dd) The proportion of non-agricultural labor of 65% or less is calculated 1 point; over 65%, every additional 5% is charged an additional 0.25 points, but not more than 2 points;
e) The rate of trained labor from the national average or less is calculated 1 point; above the national average, every additional 5% is calculated by 0.25 points, but not more than 2 points;
g) The ratio of hospital beds per lakh people from the national average or less is calculated at 0.5 points; On the national average, every additional 5% is calculated by 0.25 points, but not more than 1.5 points;
h) The ratio of doctors per thousand people from the national average or less is calculated at 0.5 points; On the national average, every additional 5% is calculated by 0.25 points, but not more than 1.5 points;
i) The proportion of poor households according to the multidimensional poverty line from the national average or higher is calculated 1 point; Below the national average, every decrease of 0.5% is calculated by 0.25 points, but not more than 2 points.
5. Specific factors: the temporary resident population converted from 10% to 20% compared to the permanent resident population is calculated 1 point; Over 20%, every additional 5% is charged an additional 0.5 points, but not more than 5 points.
Thus, the classification criteria and calculation method of points for classification of municipalities in Vietnam shall comply with the above regulations.
