How many classes and divisions of dangerous goods in Vietnam are there in 2024?
Based on Clause 4 of Decree 34/2024/ND-CP which stipulates the classification of dangerous goods as follows:
Depending on the chemical and physical properties, dangerous goods are classified into 9 Classs and the following Division Classs:
- Class 1: Explosive substances and easily explosive items;
+ Division 1.1: Substances and items with a broad explosion hazard.
+ Division 1.2: Substances and items with shooting hazard but not widely explosive.
+ Division 1.3: Substances and items with fire hazard, small explosion or small shooting, or both, but not widely explosive.
+ Division 1.4: Substances and items with negligible hazard.
+ Division 1.5: Non-sensitive substances with a broad explosion hazard.
+ Division 1.6: Special non-sensitive items, not widely explosive.
- Class 2: Gases;
+ Division 2.1: Flammable gases.
+ Division 2.2: Non-flammable, non-toxic gases.
+ Division 2.3: Toxic gases.
- Class 3: Flammable liquids and desensitized liquid explosives;
- Class 4:
+ Division 4.1: Flammable solids, self-reactive substances, and desensitized solid explosives.
+ Division 4.2: Substances liable to spontaneous combustion.
+ Division 4.3: Substances which, in contact with water, emit flammable gases.
- Class 5:
+ Division 5.1: Oxidizing substances.
+ Division 5.2: Organic peroxides.
- Class 6:
+ Division 6.1: Toxic substances.
+ Division 6.2: Infectious substances.
- Class 7: Radioactive materials;
- Class 8: Corrosive substances;
- Class 9: Miscellaneous dangerous substances and articles.
Thus, dangerous goods are classified into 9 Classs where Class 1 has 6 Divisions, Class 2 has 3 Divisions, Class 4 has 3 Divisions, Class 5 has 2 Divisions, Class 6 has 2 Divisions.

What are the requirements for participants in transport of dangerous goods in Vietnam?
Based on Article 9 of Decree 34/2024/ND-CP stipulating the requirements for participants in transport of dangerous goods in Vietnam:
Requirements for participants in transport of dangerous goods in Vietnam
1. The driver of the vehicle transporting dangerous goods must ensure they have sufficient conditions to operate the vehicle and be trained, certified as having completed the safety training program for dangerous goods according to the provisions of this Decree.
2. Escort personnel, warehouse keepers, and loaders of dangerous goods must be trained in safety and certified as having completed the safety training program specific to the Class of dangerous goods they are handling, loading, unloading, or storing.
Those participating in the transportation of dangerous goods must meet the following conditions:
- The driver of the vehicle transporting dangerous goods must:
+ Ensure they have sufficient conditions to operate the vehicle
+ Be trained and certified as having completed the safety training program for dangerous goods according to the regulations
- Escort personnel, warehouse keepers, and loaders of dangerous goods must:
+ Be trained in safety and have a certificate proving completion of the safety training program specific to the Class of dangerous goods they handle.
What are requirements for vehicles carrying dangerous goods in Vietnam? Who has the authority to issue the licence?
Based on Article 10 of Decree 34/2024/ND-CP stipulating the requirements for vehicles carrying dangerous goods in Vietnam:
- Vehicles used to transport must meet the conditions for road traffic participation in accordance with the law. Specialized equipment of the vehicle used for transporting dangerous goods must meet national standards or technical regulations or follow the regulations of the specialized management Ministry.
- Vehicles used to transport dangerous goods must be labeled with the dangerous goods symbol. If there are multiple Classs of dangerous goods on one vehicle, the vehicle must be labeled with all relevant symbols. The symbols must be placed on both sides, front, and rear of the vehicle, ensuring they are easily visible and identifiable.
- Vehicles transporting dangerous goods, after unloading all dangerous goods, if not continuing to transport that Class of goods, must be cleaned, and the dangerous goods symbols on the vehicle must be removed or erased. The transport unit and the vehicle operator are responsible for cleaning and removing or erasing the symbols when not continuing to transport that Class of dangerous goods.
Vehicles used to transport dangerous goods must meet the three conditions above.
Additionally, based on Article 17 of Decree 34/2024/ND-CP stipulating the authority to issue the licence as follows:
Authority to grant licences and cases of exemption from grant thereof
1. The Ministry of Public Security organizes the issuance of licences for transporting dangerous goods of Classs 1, 2, 3, 4, and 9 as stipulated in Clause 1, Article 4 of this Decree (except for plant protection chemicals and specified in Clause 2 of this Article).
2. The Ministry of Defense organizes the issuance of licences for transporting dangerous goods for organizations and enterprises under the management of the Ministry of Defense.
3. The Ministry of Science and Technology organizes the issuance of licences for transporting dangerous goods of Classs 5 and 8 as stipulated in Clause 1, Article 4 of this Decree.
4. The provincial-level People's Committee organizes the issuance of licences for transporting dangerous goods that are plant protection chemicals.
5. The authority issuing the licence for transporting dangerous goods decides on the transportation route and time based on the Class and Division of dangerous goods as stipulated in Clause 1, Article 4 of this Decree.
6. The issuance of licences for transporting dangerous goods of Class 7 is carried out in accordance with the Decree on conducting radiation work and supporting activities for the application of nuclear energy.
7. The authority issuing the licence for transporting dangerous goods may refuse to issue the licence for transporting flammable and explosive goods with routes passing through tunnels or ferries as stipulated in Article 12 of this Decree.
Thus, the licence for transporting dangerous goods is issued by the competent Ministries as stipulated. Additionally, the provincial-level People's Committee organizes the issuance of licences for transporting dangerous goods that are plant protection chemicals.
