Vietnam: How many classes of motorbike's driving licenses are there?
Pursuant to Clauses 1 to 3, Article 16 of Circular 12/2017/TT-BGTVT regulations on driving license classification as follows:
Classification of driving licenses
1. A1 class licenses issued to:
a) Persons controlling two-wheeled motorbikes with cylinder volume from 50 cm3 to less than 175 cm3;
b) Disabled controlling motor tricycles intended for the disabled.
2. A2 class licenses issued to persons controlling two-wheeled motorbikes with cylinder volume from 175 to cm3 and over and other types of vehicles intended for A1 class.
3. A3 class licenses issued to persons controlling motor tricycles, vehicles intended for A1 class and similar vehicles.

According to the above regulations, motorbike's driving licenses are classified into 03 classes including class A1, class A2, class A3, specifically:
- A1 class licenses issued to: Persons controlling two-wheeled motorbikes with cylinder volume from 50 cm3 to less than 175 cm3; Disabled controlling motor tricycles intended for the disabled.
- A2 class licenses issued to persons controlling two-wheeled motorbikes with cylinder volume from 175 to cm3 and over and other types of vehicles intended for A1 class.
- A3 class licenses issued to persons controlling motor tricycles, vehicles intended for A1 class and similar vehicles.

How long is the validity period of motorbike's driving licenses in Vietnam?
Pursuant to Article 17 of Circular 12/2017/TT-BGTVT, supplemented by Clause 3, Article 2 of Circular 01/2021/TT-BGTVT as follows:
Validity period of driving licenses
1. The validity period of A1, A2, A3 class licenses is permanent.
2. The validity period of B1 class licenses shall expire when drivers reach the age of 55 for female and 60 for male; if drivers are over 45 (female) and over 50 (male), validity period is 10 years since the date of issuance.
3. The validity period of A4, B2 class licenses are 10 years since the date of issuance.
4. The validity period of C, D, E, FB2, FC, FD, FE class licenses is 05 years since the date of issuance.
5. The validity period of driving licenses is written on the driver's license.
Accordingly, the validity period of A1, A2, A3 class licenses is permanent.

How much are the fines imposed upon operators of motorbikes who fail to have driving licenses in Vietnam?
Pursuant to Point a, Clause 5, Point b, Clause 7, Article 21 of Decree 100/2019/ND-CP, amended by Clause 11, Article 2, Decree 123/2021/ND-CP stipulates as follows:
Penalties for offences against regulations on qualification for operating motor vehicles
...
5. A fine ranging from VND 1,000,000 to VND 2,000,000 shall be imposed upon an operator of a two-wheeled motorcycle whose engine displacement is under 175 cm3 and motorcycle-like vehicles who commits any of the following offences:
a) Failure to have a driver’s license or using a driver’s license that is not issued by a competent authority or using a falsified driver’s license;
b) Possessing an international driver’s license issued by any of the Member States of the Convention of Road Traffic 1968 (except for international driver’s licenses issued by Vietnam’s authority);
c) Using an invalid driver’s license (driver’s license template number at the back does not match the latest issued template number in the driver’s license management system license).

7. A fine ranging from VND 4,000,000 to VND 5,000,000 shall be imposed upon an operator of a two-wheeled motorcycle whose engine displacement is 175 cm3 or more and three-wheeled motorcycles who commits any of the following offences:
a) Possessing a driver’s license inconsistent with the vehicle being operated;
b) Failure to have a driver’s license or using a driver’s license that is not issued by a competent authority or using a falsified driver’s license;
c) Possessing an international driver’s license issued by any of the Member States of the Convention of Road Traffic 1968 (except for international driver’s licenses issued by Vietnam’s authority);
d) Using an invalid driver’s license (driver’s license template number at the back does not match the latest issued template number in the driver’s license management system license).

10. Apart from incurring fines, the violating operator shall incur the following additional penalties:
a) The offence(s) specified in point a, point c clause 5; point b, point d clause 7; point c clause 8; point b clause 9 of this Article shall lead to suspension of the driver’s license that is not issued by a competent authority, falsified driver’s license or invalid driver’s license;

Thus, an operator of a two-wheeled motorcycle whose engine displacement is under 175 cm3 and motorcycle-like vehicles failing to have a driving license shall be subject to as fine ranging from VND 1,000,000 to VND 2,000,000.
An operator of a two-wheeled motorcycle whose engine displacement is 175 cm3 or more and three-wheeled motorcycles failing to have a driving license shall be subject to as fine ranging from VND 4,000,000 to VND 5,000,000.
