How to handle the results of remarking on the written exam when taking the civil servant recruitment exam?
Pursuant to Clause 3, Article 29 of the Regulation on organization of recruitment and selection examinations for civil servants and public employees, examinations for promotion of civil servant ranks, examination or consideration for promotion of public employee professional titles promulgated together with Circular 06/2020/TT-BNV of Vietnam stipulating as follows:
Remark the written test and the paper-based multiple-choice exam
1. Before handing over the test papers to the Head of the Remark Board, the Commissioner cum Secretary of the Council shall do the following:
a) Search from the registration number to find the exam by beat number; withdraw the test, compare it with the test receipt to check and compare the number of exam papers;
b) Cover the exam results, the names of the previous examiners, ensure that the members of the Evaluation Committee do not recognize the results of the examination and the previous examiners.
The case of replaying the number of beats in the remarking exam shall be decided by the Chairman of the Council and shall comply with the provisions of Article 5 of this Regulation;
c) Gather the exam papers of a subject into one bag or many bags, clearly stating the number of exams and the total number of test papers contained in the test bag; sealed before handing over to the head of the remark committee;
d) Perform other tasks related to the remark of the exam.
2. The head of the remark committee receives the exam papers from the Secretary of the Council, assigns members to remarking the examination and organizes the remarking according to each exam subject. The grading of the written test and the paper-based multiple-choice exam is done in the same way as the marking of the written test and the paper-based multiple-choice test specified in Article 28 of this Regulation.
3. Processing the results of the remarking of the written exam:
a) If the marking results of two members remarking the examination are the same, then take that result as the remarking score, write the score in the box specified on the exam paper. The members participating in the remarking of the exam must sign and write their names on each exam paper.
b) If there is a difference in the marking results of two remark members, the Head of the Remark Committee assigns the test to the third remark member to mark it directly on the candidate's work. If the scores of two of the three remarkers are equal, then the equal score is the remarking score. In case the three members' remarking scores are different, the average score of the three remark-scoring members shall be taken as the official score. Odds of the total score are rounded to 1 (one) decimal place. The members participating in remarking the exam will sign and write their full names on all test papers.
Thus, the results of the remarking of the written exam for the civil servant recruitment exam are handled as follows:
- If the marking results of the two members remarking the examination are the same, that result will be used as the remarking score.
- If there is a difference in the marking results of two members of the remark panel, the Head of the Evaluation Committee will assign the test to the third member of the remark committee to mark directly on the candidate's work:
+ If the scoring results of two of the three remarkers are equal, the equal score is the remarking score.
+ In case the remarking scores of three members are different, the average score of the three members of the remark will be taken as the official score.

How long does it take to remark on the results of the recruitment exam of civil servants in Vietnam?
According to Clause 3, Article 14 of Decree 138/2020/ND-CP of Vietnam stipulating the organization of civil servant recruitment exams as follows:

3. Organization of entrance exam:
a) The recruitment council announces the list and summons qualified candidates to take the first round, and at the same time publish it on the website or portal and publicly posted at the office of the agency competent to recruit. Within 15 days from the date of notice of summoning candidates to participate in round 1, the recruitment council must conduct round 1 exam.
b) Organize the first round exam:
In case the recruitment authority organizes the first round on a computer, it must notify the candidate of the results immediately after the end of the computer-based exam time. Do not conduct a remark of the results of the first round on a computer.
In case the competent recruitment agency organizes the first round of paper-based exam, the marking shall be done as follows:
No later than 15 days from the end of the round 1 exam, the round 1 exam must be completed;
Within 05 working days from the end of the first round of marking, the test results must be announced so that the candidates know and notify the receipt of the application for remarking within 15 days from the date of announcement of the results on the website or web portal of the agency competent to recruit;
In case there is an application for remarking, within 15 days from the date of expiry of the time limit for receiving the remarking application, the remarking must be completed and the remarking results announced for the candidates to know.
Based on practical conditions in the process of organizing the examination, the Chairman of the Recruitment Council shall decide to extend the time limit for performing the tasks specified at this point, but the total duration shall not exceed 15 days.
c) Organize round 2:
Within 05 working days from the end of the round 1 examination, the recruitment council must make a list and notify the summoning of eligible candidates to take the 2nd round exam, and at the same time post it on the website or web portal and publicly posting it at the head office of the recruitment agency.
Within 15 days from the date of notice of summoning candidates to participate in round 2, the recruitment council must organize round 2 exam.
In case the recruitment agency organizes the second round exam in the form of a written exam or a combined exam with interview and writing, the marking of the written exam and the re-marking of the written exam shall comply with the provisions of Point b of this Clause. Do not conduct a remark of the results of the second round of the exam by way of an interview.
Thus, the deadline for remarking the results of the civil servant recruitment exam is as follows:
- Remark of the results of the first round:
+ Results of the first round on a computer: no remark is done
+ Organization of the first round on paper: within 15 days from the date of publication of the exam results on the website or the portal of the competent recruitment agency, a remarking application must be submitted.
No later than 15 days after the expiration of the time limit for receiving the remarking application, the remarking must be completed and the remarking results announced for the candidates to know.
- Remark of the results of the second round:
+ Results of round 2 by interview: no remarking.
+ Recruiting to organize the 2nd round exam in the form of a written exam or a combined exam with interview and writing: submit a written remarking application within 15 days from the date of publication of the exam results on the website or the web portal of the agency competent to recruit.
No later than 15 days after the expiration of the time limit for receiving the remarking application, the remarking must be completed and the remarking results announced for the candidates to know.
How to handle the results of the civil servant recruitment exam after the remark results are available?
Article 30 of Decree 138/2020/ND-CP of Vietnam stipulates the regulations on handling the results of the civil servant recruitment exam after the remark results are available as follows:
Processing exam results after the remark results are available
1. The member cum secretary of the Council shall report to the Chairman of the Council to consider and decide on the handling of exam results after the remark results are available, as follows:
a) For the paper-based multiple-choice test:
In case the number of correct answers after remarking the examination and marking the first round (which has been announced) is different, the Chairman of the Council shall hold a direct dialogue between the head of the first-time grading committee and the head of the remarking committee (minutes are recorded). After the dialogue, the Chairman of the Council decides on the results of the remarking, then adjusts the exam results according to the remarking results.
In case of negative, the Chairman of the Council shall report to the head of the agency or unit competent to organize the recruitment of civil servants and public employees, the examination for promotion of civil servant ranks or promotion of professional titles of public employees for consideration and handling according to the provisions of law;
b) For marking the written exam:
If the test scores are less than 5 points different from those of the first phase (which has been announced) then the score will be adjusted according to the remark score without having to hold a dialogue.
If the exam has a difference of 5 points or more from the score of the first round of examination (which has been announced), the Chairman of the Council shall hold a direct dialogue between the head of the first round of examination and the head of the evaluation committee (with minutes). After the dialogue, the Chairman of the Council decides the remarking score and adjusts the test score according to the remarking score.
In case of negative, the Chairman of the Council shall report to the head of the agency or unit competent to organize the recruitment of civil servants and public employees, the examination for promotion of civil servant ranks or promotion of professional titles of public employees for consideration and handling in accordance with the law.
2. The results recognized after remarking are the official test results of the candidates.
Thus, the handling of the results of the civil servant recruitment exam after the results of the remarking of the paper-based multiple-choice test and the marking of the written test are made in accordance with the above provisions. The results recognized after remarking are the official test results of the civil servant recruitment exam.
