How is the examination for public employee recruitment carried out according to regulations?

Based on Article 9 of Decree 115/2020/ND-CP regarding the examination for public employee recruitment as follows:

The examination for public employee recruitment is conducted in two rounds as follows:

(1) Round 1: General knowledge test

- Exam format: Multiple-choice test on a computer.

In cases where the test is conducted on a computer, the multiple-choice test content will not include an IT section.

If the recruiting agency or unit does not have the conditions to organize the test on a computer, the multiple-choice test will be conducted on paper.

- The test content includes 3 parts, with the following duration:

Part I: General knowledge, 60 questions on understanding public employee laws, policies and guidelines of the Communist Party, and policies and laws related to the recruitment sector. Test duration is 60 minutes;

Part II: Foreign language, 30 questions according to the job position requirements in one of five languages: English, Russian, French, German, Chinese, or other foreign languages as decided by the head of the recruiting agency or unit. Test duration is 30 minutes;

Part III: IT, 30 questions according to the job position requirements. Test duration is 30 minutes.

- Exemption from the foreign language test for the following cases:

Holders of a graduation degree in a foreign language at the same level or higher than the required professional qualification for the job position;

Holders of a graduation degree at the same level or higher than the required professional qualification, studied abroad or studied in a foreign language in Vietnam, recognized by the competent authority;

Holders of a minority language certificate or ethnic minorities applying for public employee positions in ethnic minority areas.

- Exemption from the IT test for holders of a graduation degree from intermediate level or higher in IT or related fields.

- The results of round 1 are determined based on the number of correct answers for each part as stipulated in point b of this clause; candidates who answer at least 50% of the questions correctly for each part will proceed to round 2.

(2) Round 2: Professional subject test

- Exam format: Based on the characteristics, nature, and job requirements, the head of the recruiting agency or unit decides one of three forms of examination: interview, practice, or written test.

- Exam content: Testing the professional knowledge and skills of the candidates according to the job requirements.

The content of the professional subject test must be based on the duties, professional capacity standards of the public employee's job title, and must be suitable for the job requirements. In the same recruitment period, if job positions require different professional qualifications, the recruiting agency or unit must organize different professional subject tests corresponding to the job requirements.

- Test duration: Interview 30 minutes (candidates have up to 15 minutes to prepare before the interview); written test 180 minutes (excluding time for copying the questions); the practice test duration is decided by the head of the recruiting agency or unit based on the job characteristics.

- Scoring scale (interview, practice, written test): 100 points.

- In case the competent authority managing public employees requires higher content, format, and test duration in round 2, they must agree with the Ministry of the Interior before implementation.

Based on Clause 1, Article 10 of Decree 115/2020/ND-CP which regulates the following content:

Determining successful candidates in the public employee recruitment examination

1. Successful candidates in the public employee recruitment examination must meet the following conditions:

a) Achieve a score of at least 50 in round 2.

b) Have a total score in round 2 plus priority points specified in Article 6 of this Decree (if any) ranked from highest to lowest within the recruitment targets of each job position.

Thus, successful candidates in the public employee recruitment examination must meet the following conditions:

- Achieve a score of at least 50 in round 2.

- Have a total score in round 2 plus priority points ranked from highest to lowest within the recruitment targets of each job position.

How to handle cases where there are multiple candidates with the same score?

Based on Clause 2, Article 10 of Decree 115/2020/ND-CP which regulates the following content:

2. In cases where two or more candidates have the same total score as specified in point b of clause 1 in the final recruitment target for a job position, the candidate with a higher score in round 2 will be considered successful; if it is still not determined, the head of the recruiting agency or unit will decide the successful candidate.

3. Unsuccessful candidates in the public employee recruitment examination will not have their test results carried over to subsequent recruitment examinations.

Thus, in cases where two or more candidates have the same total score in the final recruitment target for a job position:

- The candidate with a higher score in round 2 will be considered successful;

- If it is still not determined, the head of the recruiting agency or unit will decide the successful candidate.
