What is the IAA International Driving License? What does it look like?
The IAA International Driving License (International Automobile Association) is issued by the International Automobile Association (IAA) headquartered in New York.
An IAA set includes the following parts:
- 1 driving license card with a size similar to a car driving license issued by Vietnam. This card is also made of PET plastic card, similar to an ATM card.
- 1 booklet similar in size to a passport. This booklet clearly states the information of the holder of the IAA international driving license and provides a detailed list of 192 countries and territories that recognize this document.

Based on Article 3 of Circular 29/2015/TT-BGTVT regulating international driving licenses as follows:
Glossary of terms
In this Circular, the following terms are understood as follows:
1. International driving license is a driving license issued by competent state authorities of countries (including administrative regions) participating in the Vienna Convention, following a uniform model.
2. The English name for international driving license is International Driving Permit, hereinafter referred to as IDP.
An international driving license is a driving license issued by competent state authorities of countries (including administrative regions) participating in the Vienna Convention, following a uniform model.
An international driving license, known in English as the International Driving Permit (IDP).
Therefore, only the IDP, issued by countries participating in the Vienna Convention following a unified model, is valid for use within Vietnamese territory. Other types of international driving licenses, including the IAA international driving license, are not valid for use within Vietnamese territory.

What are the regulations for using an international driving license?
Based on the regulations in Article 10 of Circular 29/2015/TT-BGTVT, the guidelines are as follows:
Use of international driving licenses issued by Vietnam
1. Persons holding an IDP issued by Vietnam, when driving motor vehicles participating in traffic within the territory of countries participating in the Vienna Convention, must carry the IDP and national driving license; and must comply with the road traffic laws of the host country.
2. The IDP issued by Vietnam is not valid within Vietnamese territory.
Simultaneously, based on regulations in Article 11 of Circular 29/2015/TT-BGTVT, the guidelines are as follows:
Use of international driving licenses issued by countries participating in the Vienna Convention in Vietnam
1. Persons holding an IDP issued by countries participating in the Vienna Convention, when driving motor vehicles on Vietnamese roads, must carry the IDP and a national driving license appropriate to the vehicle class; and must comply with Vietnamese road traffic laws.
2. Persons holding an IDP who violate Vietnam's road traffic laws and have their right to use the IDP suspended for a certain period, the period of suspension must not exceed the duration the driver is permitted to stay in Vietnamese territory.
According to the above regulations, using an international driving license must comply with the following rules:
- Persons holding an IDP issued by Vietnam, when driving motor vehicles within the territory of countries participating in the Vienna Convention, must carry the IDP and national driving license and comply with the road traffic laws of the host country.
- Persons holding an IDP issued by countries participating in the Vienna Convention, when driving motor vehicles on Vietnamese roads, must carry the IDP and a national driving license appropriate to the vehicle class; and must comply with Vietnamese road traffic laws.
Note:
- The IDP issued by Vietnam is not valid within Vietnamese territory.
- Persons holding an IDP issued by countries participating in the Vienna Convention who violate Vietnam's road traffic laws and have their right to use the IDP suspended, the suspension period must not exceed the duration the driver is permitted to stay in Vietnamese territory.
