What is the direction of the Government of Vietnam in the construction of social housing and accommodation for workers?
According to Official Telegram No. 194/CD-TTg in 2023, the Government of Vietnam requires the Ministers, the heads of the ministerial-level agencies, the heads of the agencies under the Government; Presidents of provincial-level People's Committees shall perform the task of building social houses and accommodation houses for workers as follows:
Firstly, the duties of the Chairman of the Provincial-level People's Committee:
- Seriously implement and implement the Government's Resolution No. 33/NQ-CP in 2023 on certain solutions to resolve difficulties and promote the real estate market to develop safely, healthily, and sustainably and report implementation results to the Prime Minister as required in Official Dispatch No. 1794/VPCP-CN dated March 20, 2023.
- Strictly comply with the provisions of law on planning, publicizing the planning, arranging the land fund in accordance with the master plan, land use plan, construction planning, housing development programs and plans for social housing development.
- Review and strictly implement regulations on setting aside 20% of residential land fund for which technical infrastructure has been invested in commercial housing projects and urban areas for investment and development of social housing in accordance with the law on housing.
- Publicize and introduce the land fund for social housing investment to enterprises for research and investment proposals.
- Plan and arrange social housing projects, housing for independent workers at suitable, convenient, large-scale locations with adequate technical and social infrastructure, especially are big cities such as Hanoi, Ho Chi Minh City, etc.
- Set aside land fund and call for industrial park infrastructure investors, manufacturing enterprises and real estate enterprises to participate in investing and developing workers' houses and lodging houses for workers to rent in industrial parks and economic zones as prescribed in Decree No. 35/2022/ND-CP dated May 28, 2022 of the Government on management of industrial parks and economic zones.
Secondly, request the Ministry of Construction to complete the task well:
- Urgently perform the tasks assigned in the Government's Resolution No. 33/NQ-CP in 2023 on a number of solutions to remove and promote the safe, healthy and sustainable development of the real estate market, in which specifically promotes:
+ To study and develop a report to the Government to submit to the National Assembly for consideration and promulgation "Resolution of the National Assembly on piloting a number of policies to promote social housing development" in the May 2023 session;
+ Directing and guiding localities and enterprises to effectively implement the project "Invest in building at least 01 million social housing houses for low-income people and industrial park workers in the period 2021- 2030".
Thirdly, the Ministry of Planning and Investment of Vietnam must perform the following tasks:
- Researching and perfecting institutions and policies in order to exploit and mobilize maximum financial resources at home and abroad for social housing development in particular and the real estate market in general, especially housing for people with average incomes who have real housing needs.

At Official Telegram No. 194/CD-TTg in 2023, the Prime Minister requested to solve problems and difficulties in exploiting and supplying construction materials for investment projects in highway construction in which:
Request chairpersons of People's Committees of provinces and centrally run cities to perform the following tasks:
- It is required to continue to consistently implement the motto to implement highway projects that are national works, serve the common interests of the whole country and bring momentum, spread, and bring motivation, spread, promote investment attraction for local socio-economic development; Therefore, the highest priority must be given to the conditions of resources and materials to speed up the investment progress of traffic projects, especially investment projects in the construction of highways.
- The chairperson of the People's Committee of the province organizes propaganda to project investors, contractors, organizations and individuals licensed to mine materials about the provisions of law in the field of minerals, Relevant laws, specific mechanisms have been allowed by the National Assembly and the Government to apply to exploit minerals in accordance with the law, meeting the progress and volume of projects in the area. Must be responsible to the Prime Minister if the mining license expires, is not eligible for extension, lacks the source of materials to be supplied for the project.
- Urgently request to coordinate with project owners to review and increase the capacity of licensed quarries, sand mines and land mines in the area, to meet the demand and construction progress.
- The chairperson of the People's Committee of the province must direct the departments, branches, the People's Committees of the districts and towns to, together with the investors and contractors, reach an agreement with the owners on the compensation price, support, rent land, compensate trees, crops... for new mines included in construction materials survey dossiers for projects, ensuring compliance with the compensation price level of the state regulations.
- Assign the Department of Construction, the Department of Natural Resources and Environment to assume the prime responsibility for, and coordinate with the relevant departments, branches and localities in providing direct grant to investors, contractors to implement projects or work with material suppliers, mine owners to commit to supply materials at the announced and posted prices, if not handled according to the provisions of law.
- It is required to strengthen the inspection, examination, control and strict management of the prices of construction materials, especially the prices of materials at the mines being exploited so that there is no situation of price increase, price pressure, etc. sold at prices higher than those announced by localities. If it is discovered that deliberately colluding, forcing prices to be higher than the announced prices, there must be strong solutions such as fines, consideration of license revocation.
- In addition, the Chairperson of the Provincial-level People’s Committee has the task of directing the attached agencies and units to regularly monitor and closely follow the developments of the construction market in order to promptly update and announce the prices of construction materials through information. Usually, the construction price index is consistent with the ground price in the area.
- At the same time, consider handling the responsibility of the head for departments, branches and localities that fail to fulfill assigned tasks.
In addition, the Government also assigned the Ministry of Transport to direct investors and contractors to actively work with localities to ensure the mines and the supply of materials for leveling and embankment for construction. ; shall comply with the unit prices of materials promulgated by localities in accordance with law, ensuring stability and not increasing investment capital.
Urgently resolve difficulties in legal procedures in the field of real estate in Vietnam?
