b) Be synchronized with technical and specialized planning, orientations, strategies, programs, plans of other sectors related to urban development.

The Urban Development Program must be reviewed, adjusted, or newly developed based on the results of the review, synthesis, and evaluation of the implementation after each 5-year period or after the competent authority issues new urban development objectives or approves planning, strategies, programs, plans as prescribed in Point a, Clause 2 of this Article.

What are the tasks of urban development management?

Based on Article 13 of Decree 11/2013/ND-CP (supplemented by Clause 6, Article 4 of Decree 35/2023/ND-CP) as follows:

Urban Development Management Area

1. The provincial People's Committee decides to maintain, reorganize, dissolve the Urban Development Area Management Board, or assign public service providers under its management authority to take the lead in implementing the tasks of managing the urban development area prescribed in Clause 2 of this Article. The reorganization and dissolution of the Urban Development Area Management Board shall be implemented according to the provisions of the law on public service providers.

2. Tasks of urban development area management:

a) Propose specific contents for implementing the urban development area in the approved urban development area proposal dossier and organize implementation;

b) Organize investment promotion activities within the urban development area; research, propose preferential policies, special mechanisms applicable to construction investment activities within the urban development area;

c) Propose identifying investment projects according to funding sources to implement the urban development area, report to the provincial People's Committee; guide, support investors during the preparation for investment and implementation of urban development investment projects;

d) Organize management or be assigned as the investor for projects using state budget capital within the urban development area;

e) Monitor, supervise, aggregate the implementation status of investment projects within the urban development area as per the approved project contents;

f) Periodically or irregularly aggregate, report, propose to competent authorities the handling of issues regarding the synchronized connection of key technical infrastructure, technical infrastructure between projects, problems, and arising issues during investment implementation in the urban development area;

g) Build a database system, provide information about the urban development area; aggregate, report at the request of competent authorities about the implementation status of investment projects and implementation of the plan within the assigned urban development area;

h) Perform other tasks and powers as prescribed by law.

3. The provincial People's Committee issues coordination regulations between the unit assigned to manage the urban development area and specialized agencies under its jurisdiction.

Thus, the tasks of urban development area management are implemented as mentioned above.
