What are the codes of cultural propagandists in Vietnam?

On February 21, 2023, the Minister of Culture, Sports and Tourism issued Circular 02/2023/TT-BVHTTDL stipulating codes, standards for professional titles and salary classification of cultural propagandists.

According to that, codes of professional titles and cultural propagandists are specified in Article 2 of Circular 02/2023/TT-BVHTTDL, specifically:

- Primary cultural propagandist Code: V.10.10.34;

- Cultural propagandist Code: V.10.10.35;

- Intermediate cultural propagandist Code: V.10.10.36.

What are the standards of professional ethics of cultural propagandists in Vietnam?

Standards of professional ethics of cultural propagandists specified in Article 3 of Circular 02/2023/TT-BVHTTDL are as follows:

1. Be responsible for the assigned work, comply with the provisions of law; properly and fully fulfill the obligations of public employees in professional activities.
2. Dedication to the profession, honesty, objectivity, frankness; do scientific work, have clear opinions; have a modest and proper attitude when dealing with people; consciously fighting wrong and negative acts; practice thrift, fight waste.
3. Have a spirit of solidarity, positivity, and proactively coordinate with colleagues in performing assigned tasks.
4. Constantly learning and practicing to improve quality, qualifications and capacity.

Thus, the standards of professional ethics of cultural propagandists are as follows:

- Be responsible for the assigned work, comply with the provisions of the law; properly and fully fulfill the obligations of public employees in professional activities.

- Dedication to the profession, honesty, objectivity, frankness; do scientific work, have clear opinions; have a modest and proper attitude when dealing with people; consciously fighting wrong and negative acts; practice thrift, fight waste.

How are cultural propagandists in Vietnam paid?

According to the provisions of Article 8 of Circular 02/2023/TT-BVHTTDL on how to calculate salaries for cultural propagandists as follows:

(1) For the cultural propagandists as prescribed in Circular 02/2023/TT-BVHTTDL, Table 3 (professional salary list for cadres and public employees in public service providers) promulgated together with Decree 204/2004/ND-CP, specifically as follows:

- Primary cultural propagandist is eligible for the pay step of class A2 and group 2 (A2.2) public employees, from salary coefficient 4.00 to salary coefficient 6.38;

- Cultural propagandist is entitled to the pay step of class A1 public employees, from a salary coefficient of 2.34 to a salary coefficient of 4.98;

- Intermediate cultural propagandist are eligible for the pay step of class B public employees, from salary coefficient 1.86 to salary coefficient 4.06.

(2) After the probationary period as prescribed and approved by the competent authority managing public employees to appoint the professional title of the cultural propagandist, the salary shall be calculated according to the appointed professional title as follows:

- In case of appointment of intermediate cultural propagandist:

Public employees with intermediate training qualifications, when recruiting, are suitable to the recruited positions, ranked at level 1, salary coefficient of 1.86, grade of public employees of class B;

Public employees with a college degree or higher, when recruiting, are suitable for the job position to be recruited, ranked at level 2, salary coefficient 2.06, and grade B.

- In case of appointment of the cultural propagandist:

When recruiting, public employees with university training qualifications, suitable to the recruited positions, are ranked at level 1, with a salary coefficient of 2.34, the rank of public employees of grade A1;

Public employees who have a master's degree when recruiting, are suitable for the job position recruited, ranked at level 2, salary coefficient 2.67, grade A1 public servant;

Public employees with doctoral training qualifications when recruiting, are suitable for the recruited position, ranked at level 3, salary coefficient 3.00, grade A1 public employees.

In addition, the change of salary arrangement for public employees from the current professional title to the professional title of cultural propagandist specified in Circular 02/2023/TT-BVHTTDL shall comply with the guidance in Section II of this Circular. 02/2007/TT- BNV guiding salary grading when raising ranks, changing ranks, changing types of civil servants and public employees.

Circular 02/2023/TT-BVHTTDL will take effect from April 10, 2023.
