Sample meeting minutes to review the beneficiaries of housing in Vietnam construction or repair support in 2022?

Pursuant to Appendix I issued together with Circular 01/2022/TT-BXD of the Ministry of Construction guiding the implementation of housing in Vietnam support for poor and near-poor housing in Vietnam in poor districts under the National Target Program sustainable poverty reduction in the period of 2021 - 2025 as follows:

Objectives and scope of the national target program on sustainable poverty reduction in the period of 2021 - 2025?

Pursuant to Clauses 1 and 2, Article 1 of Resolution 24/2021/QH15 stipulates as follows:

"Article 1

Approving the investment policy of the National Target Program for Sustainable Poverty Reduction in the 2021 - 2025 period (hereinafter referred to as the Program) with the following contents:

1. Program implementation objectives:

a) Overall objective:

To realize the goal of multidimensional, inclusive and sustainable poverty reduction, to limit re-poor re-poor and poverty generation; support the poor and poor households to rise above the minimum standard of living, access basic social services according to the national multidimensional poverty line, improve the quality of life; support poor districts and communes with special difficulties in coastal areas and islands to get rid of poverty, especially difficult;

b) Specific goals:

- The rate of poor households according to the multidimensional poverty line will maintain a decrease of 1-1.5%/year;

- The rate of poor ethnic minority households decreases by over 3%/year;

- 30% of poor districts, 30% of communes with special difficulties in coastal areas and islands have escaped poverty, especially difficult situations.

2. Scope and duration of the Program implementation:

a) Scope of implementation of the Program: On a national scale, the focus will be on poor districts and communes with special difficulties in coastal areas and islands;

b) Program implementation period: From 2021 to the end of 2025."

Thus, the goals and scope of the national target program on sustainable poverty reduction for the period of 2021 - 2025 are specified as above.

Funding for the national target program on sustainable poverty reduction in the period of 2021 - 2025?

Pursuant to Clauses 3 and 4, Article 1 of Resolution 24/2021/QH15 stipulates as follows:

"Article 1

Approving the investment policy of the National Target Program for Sustainable Poverty Reduction in the 2021 - 2025 period (hereinafter referred to as the Program) with the following contents:

...

3. Program implementation budget:

The total capital for the implementation of the Program in the 2021 - 2025 period is at least VND 75,000 billion, of which:

a) Central budget capital: 48,000 billion VND, including:

- Development investment capital: 20,000 billion VND;

- Non-business capital: 28,000 billion VND;

b) Local budget capital: 12,690 billion VND;

c) Other lawful mobilization: VND 14,310 billion.

The Government has solutions to mobilize other lawful resources to join with state budget resources to implement the Program to ensure effectiveness.

4. Principles, solutions for implementation and implementation and management and operation mechanism of the Program:

a) Principles and solutions for implementing and implementing the Program:

- Focused, focused and sustainable investment, focusing on poor districts and communes with special difficulties in coastal areas and islands; give priority to support poor ethnic minority households, poor households whose members are people with meritorious services to the revolution and children and women of poor households;

- To prescribe the specific allocation norms of the central budget and the reciprocal ratio of the local budgets, ensuring conformity with the actual situation and balancing capacity of the state budget, and annual plan objectives. ; stipulate specific mechanisms for managing and organizing the implementation of a number of Program activities to ensure that they are suitable to the actual situation, characteristics and conditions of poor districts and extremely difficult communes in coastal lowland areas and Islands; overcome the situation of scattered, scattered and wasteful investment; not use the program's capital to spend on activities under the tasks of state management which have been fully allocated from the recurrent capital;

- Raise awareness of all levels, sectors and the whole society on sustainable poverty reduction. Develop criteria to encourage individuals, households and communities to escape poverty and reduce poverty sustainably;

- Ensuring publicity and democracy, promoting the right to ownership and the active and active participation of the community and people; arouse and promote the spirit of effort and self-reliance to rise out of poverty of the poor, poor housing in Vietnam and the community;

- Decentralization and decentralization to localities in the formulation, organization and implementation of the Program in accordance with the conditions, characteristics, potentials, strengths, cultural identity, fine customs and habits of the ethnic groups, regions associated with strengthening national defense and security;

- Mobilize and effectively use investment resources for poverty reduction, in which the state budget plays the leading role; mobilize the participation and contributions of enterprises, organizations and individuals in the implementation of the Program;

- Strengthen inspection, examination, supervision and evaluation of the implementation of the Program at all levels and sectors. Take preventive measures; promptly prevent negative and wasteful manifestations and strictly handle violations during the implementation of the Program;

b) Mechanism of management and administration of the Program:

Establishing a joint steering committee for all three national target programs, namely the national target program for sustainable poverty reduction for the period of 2021 - 2025, the national target program of building new rural areas for the period of 2021 - 2025, the program National target program for socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period at the central and local levels, ensuring to limit the overlap between the three programs. "

Thus, the budget of the national target program for sustainable poverty reduction in the period of 2021 - 2025 is as above.

Circular 01/2022/TT-BXD takes effect from August 15, 2022.
