Pursuant to Clause 1, Article 3 of the Regulation on Competition for excellent teachers in preschool education institutions; Excellent teachers and homeroom teachers of general education institutions promulgated by the Minister of Education and Training of Vietnam together with Circular 22/2019/TT-BGDDT stipulating as follows:
Organization levels, cycles and participants of the Contest
1. Competitions for excellent teachers and homeroom teachers at school, district and provincial levels:
a) The contest for excellent teachers and homeroom teachers at school level is held every two years and is organized by the school. Participating in the Contest are teachers who are working at the school organizing the Contest;
b) The contest for excellent teachers and homeroom teachers at district level is held every two years, organized by the Department of Education and Training. Participating in the Contest are teachers who are working at preschool, primary and secondary education institutions in the district (district, town, city directly under the province) organizing the Contest;
c) The contest for excellent teachers and homeroom teachers at provincial level is organized every four years and is organized by the Department of Education and Training. Participating in the contest are teachers who are working at preschool and general education institutions in the provinces and centrally-run cities that organize the contest.
Thus, the district-level teacher contest is held every two years. The competition is organized by the Department of Education and Training.
Participating in the Contest are teachers who are working at preschool, primary and secondary education institutions in the district (district, town, city directly under the province) organizing the contest.

When are teachers recognized as excellent teachers of the district?
Pursuant to Article 5 of the Regulation on the Competition for excellent teachers in preschool education institutions; Excellent teachers and homeroom teachers of general education institutions promulgated by the Minister of Education and Training of Vietnam together with Circular 22/2019/TT-BGDDT stipulating as follows:
Recognition of the title of excellent teacher, excellent classroom teacher
1. Teachers are recognized as excellent teachers, excellent classroom teachers and are granted certificates by the organization organizing the contest when they participate in all the contents of the contest for excellent teachers and homeroom teachers and meet the requirements according to the regulations on evaluation of the results of the participating teachers at each level specified in Article 17 of this Regulation.
2. The title of excellent teacher, excellent class teacher shall be reserved as follows: The title of excellent teacher or class teacher at school level shall be reserved for a period of 01 year following the year of recognition. being an excellent teacher, an excellent classroom teacher at the school level; the title of excellent teacher or homeroom teacher at district level shall be reserved for a period of 01 year following the year of being recognized as excellent teacher, excellent classroom teacher at district level; The title of excellent teacher or homeroom teacher at the provincial level shall be reserved for a period of 3 years following the year of being recognized as an excellent teacher, excellent classroom teacher at the provincial level.
3. The title of excellent teacher, excellent class teacher is reserved and not used as a criterion to participate in the Competition of excellent teachers and excellent classroom teachers at all levels.
Referring to Article 17 Regulations on competition for excellent teachers in preschool education institutions; excellent teachers, excellent classroom teachers in general education institutions promulgated by the Minister of Education and Training of Vietnam together with Circular 22/2019/TT-BGDDT, conditions for teachers to be recognized with the title excellent teachers at district level when:
- Participating in all content of the contest of excellent teachers
- Satisfy the requirements according to regulations on evaluating the results of teachers participating in each level as follows:
+ The practical part of the lesson, the organization of educational activities is rated as excellent by at least 2/3 of the judges, and no judges rated it as average or below.
+ The presentation of the measure is assessed as passing by at least 2/3 of the judges.
What is the application for participation in the district-level teacher contests in Vietnam?
Pursuant to Article 9 of the Regulation on Competition for excellent teachers in preschool education institutions; Excellent teachers and homeroom teachers of general education institutions promulgated by the Minister of Education and Training of Vietnam together with Circular 22/2019/TT-BGDDT stipulating as follows:
Application for participation in the contest of excellent teachers, excellent homeroom teachers
1. Contest entries include:
a) School level: Results of meeting professional standards (including results of assessment of professional standards and authentic evidence) according to Point a, Clause 2, Articles 6,7,8 of this Regulation; certification by the leader of the educational institution together with authentic evidence of helping learners to make remarkable progress through effective application of measures in child care, nurturing and education; in teaching, class instructing;
b) At district and provincial level: The list of teachers registered to take the district exam, signed and certified by the leader of the preschool, primary school, and junior high school; the list of teachers registered to take the provincial exam, signed and certified by the head of the education and training department, and the leader of the affiliated high school. The list is enclosed with proofs of eligibility to participate in the Contest as prescribed in Articles 6, 7 and 8 of this Regulation; certification of the leader of the educational institution together with authentic evidence of helping children and students make remarkable progress through the effective application of measures in the work of caring, nurturing and educating children; in teaching, class instructing.
2. Dossier shall be sent to the management levels of the Competition organization for implementation according to the Plan.
Thus, the application for participation in the District-level Excellent Teacher Contest includes:
- The list of teachers registered for the district-level exam signed and certified by the leadership of the preschool, primary school, and junior high school;
- The list of teachers registered for the provincial exam, signed and certified by the head of the education and training department, and the leader of the affiliated high school;
- The list is enclosed with proofs of eligibility to participate in the Contest;
- Certification of the leader of the educational institution together with authentic evidence of helping children and students make remarkable progress through effective application of measures in care, nurturing and educating children; in teaching, class instructing.
