1. Recruitment proposal report:
a) Report from the unit commander under the Ministry of Defense, accompanied by a list proposing the recruitment of professional servicemen, National defense workers, and public employees.
b) The recruitment dossier of professional servicemen, National defense workers, and public employees for each individual as stipulated in Article 17 of this Circular.
2. Implementation time:
The recruitment of professional servicemen, National defense workers, and public employees to work in agencies and units of the standing force of the People's Army is carried out in the third quarter of each year.

Based on Clause 1, Article 18 of Circular 241/2017/TT-BQP, the regulations are as follows:
Units conducting recruitment
1. Units under the Ministry of Defense (hereinafter collectively referred to as recruiting units) directly carry out the recruitment of professional servicemen, National defense workers, and public employees; mobilize, and arrange their use according to the management level.
2. Upon allocation of targets, the unit commander under the Ministry of Defense decides to establish a Recruitment Council and determines the form of selection or examination.
Thus, according to the above regulations, units under the Ministry of Defense will directly carry out the recruitment of professional servicemen, National defense workers, and public employees.
Who are the members of the Recruitment Council for professional servicemen, National defense workers, and public employees?
Based on Clause 1, Article 19 of Circular 241/2017/TT-BQP, the regulations are as follows:
Recruitment Council
1. The Recruitment Council includes:
a) Chairman: Unit commander under the Ministry of Defense.
b) Vice Chairman: Head of the staff agency.
c) Members: Heads of military personnel agencies, security, military medical, and heads of relevant specialized agencies.
d) Secretary: Specialist of the Military Personnel agency.
e) Permanent body: Military Personnel agency.
2. When organizing recruitment, if the number of applicants in the same recruitment period is 30 or less, there is no need to establish a Recruitment Council, the unit commander under the Ministry of Defense assigns the Military Personnel agency to lead and cooperate with security, military medical, and relevant specialized agencies to organize implementation.
3. The Recruitment Council works on a collective principle, concludes by a majority, and disbands itself after completing its tasks.
4. The Recruitment Council has the following tasks and powers:
a) Assist the unit's party committee and command in organizing the recruitment according to the form of selection or examination.
b) Establish auxiliary teams including: inspection, and assessment teams in case of selection or exam preparation, supervising, and grading teams in case of examination.
c) Organize inspection and assessment of selection or organize and grade exams in case of examination.
d) Summarize results of selection or examination and submit them to the unit command for approval and report in writing to the Ministry of Defense for recruitment decision.
e) Resolve complaints and denunciations during the selection or examination process as stipulated by law.

Based on Article 26 of Circular 241/2017/TT-BQP, the responsibilities of units under the Ministry of Defense in the recruitment of professional servicemen, National defense workers, and public employees are as follows:
- Annually, based on staffing needs and plans to ensure personnel, directing agencies and units under their authority, developing recruitment plans, presenting them to the appropriate level command, and reporting directly to the Ministry of Defense for approval of recruitment targets, ensuring they align with the authority's needs.
- Disseminate and thoroughly inform about the target groups, conditions, and selection standards to the managed subjects; guide the declaration process and receive registration dossiers for recruitment of professional servicemen, National defense workers, and public employees.
- Manage the number, job titles, positions, and staffing of professional servicemen, National defense workers, and public employees according to management levels.
- Organize and implement the recruitment process rigorously, conforming to the law regarding the recruitment of professional servicemen, National defense workers, and public employees.
- Be accountable to the Minister of Defense during the recruitment process for professional servicemen, National defense workers, and public employees; handle complaints and denunciations regarding the recruitment of professional servicemen, National defense workers, and public employees in accordance with the law on complaints and denunciations.
