3. Composition of the Council
a) Members of the Council:
The Council has at least 05 members (odd number), including the Chairman, Vice Chairman, and other members, particularly: representatives of the state management agency for cinema, screenwriters, directors, individuals with expertise in each type of film and professional prestige, and other appropriate titles chosen by the investor;
In necessary cases, the investor may invite additional experts for consultation.
b) The Standing Council includes the Chairman, Vice Chairman, and Secretary.
c) Chairman of the Council:
- For the Councils established by the Ministry of Culture, Sports and Tourism, the Chairman is the Director of the Cinema Department;
- For the Councils established by ministries, ministerial-level agencies, agencies under the Government of Vietnam, central agencies of political organizations, social-political organizations, social-political-professional organizations, the Chairman is the head of the project management agency;
- For the Councils established by the provincial People's Committees, the Chairman is the leader of the Department of Culture, Sports and Tourism or the Department of Culture and Sports.
d) Secretary of the Council:
The Secretary of the Council is appointed by the project management agency, serving the Council's term. The Council Secretary may be a member of the Council.

Establishment of the Council

Activities of the Council
1. Within 05 working days from the date of receiving the script submitted for evaluation by the cinema entity, the Standing Council sends the script and the Script Evaluation Form to Council members.
The Script Evaluation Form is carried out as per Appendix 1 issued with this Circular.
2. Within 10 working days from the date of receiving the script sent by the Standing Council, Council members are responsible for evaluation and sending the Script Evaluation Form to the Standing Council.
In cases where Council members have sent the Script Evaluation Form to the Standing Council but later have different opinions before the Council's meeting, they may resend the Form to the Standing Council for aggregation at the meeting, serving as a basis for the Council's conclusion.
3. The Council's meeting is organized based on the actual number of scripts submitted for evaluation.
4. The Council's meeting must have at least 2/3 of the total members of the Council attending.
5. The Council's conclusions must be agreed upon by at least 2/3 of the total evaluation opinions of the Council members. The Council's conclusions must be recorded in the minutes of the Council meeting.
6. Evaluation forms and opinions at the Council meeting, the Council's conclusions are the basis for the project management agency to draft the script evaluation document.
7. Within 15 working days from the date of the end of the Council's meeting, the project management agency sends the script evaluation document to the cinema entity that submitted the script.
According to the above regulations, the meeting of the Script Evaluation Council for films funded by the state budget is organized based on the actual number of scripts submitted for evaluation.
At the same time, the Council's meeting must have at least 2/3 of the total members of the Council attending.

1. The Council works on the principles of collective work, open discussion, democracy, and decision by majority.

3. Council members and the Council Secretary must keep the script contents, discussion opinions, and Council conclusions confidential.
4. Council members and the Council Secretary must not be the authors of the scripts submitted for evaluation to the Council.
5. The Council meets at least once a year to review its activities.
