What are the standards to become a Notary Public in 2023? How long is the training period for notaries?
According to Article 8 of the Notary Public Law 2014, the standards to become a notary public are:
A Vietnamese citizen residing in Vietnam, who complies with the Constitution and laws, has good ethical qualities, and meets the following standards may be considered for appointment as a notary public:
- Holds a law bachelor’s degree;- Has worked in the legal field for 5 years or more at agencies or organizations after obtaining the law bachelor’s degree;- Graduates from a notary public vocational training course or completes a notary public vocational training course;- Meets the requirements of the notary public apprenticeship result examination;- Has sufficient health to practice notary public work.
Regarding the training period, according to Article 9 of the Notary Public Law 2014:
Notary public vocational training
1. Individuals with a law bachelor’s degree can participate in a notary public vocational training course at a notary public vocational training institution.
2. The duration of the notary public vocational training is 12 months.
Individuals who complete the notary public vocational training program will be awarded a certificate of graduation from the notary public vocational training institution.
3. The Minister of Justice stipulates in detail the notary public vocational training institution, the notary public vocational training framework curriculum, and the recognition of equivalence for those trained in notary public abroad.
The current training period for notary public vocational training is twelve months.

What are the standards to become a Lawyer in 2023? How long is the training period for lawyers?
According to Article 10 of the Lawyer Law 2006, the standards to become a lawyer are:
- A Vietnamese citizen loyal to the Fatherland, who complies with the Constitution and laws,- Has good ethical qualities,- Holds a law bachelor’s degree,- Has been trained in law practice,- Has completed the lawyer practice apprenticeship,- Has sufficient health to practice as a lawyer.
Additionally, according to Article 11 of the Lawyer Law 2006, conditions for practicing as a lawyer are stipulated. An individual meeting the above standards who wants to practice as a lawyer must obtain a Lawyer Practicing Certificate and join a Bar Association.
Regarding the training period, according to Article 12 of the Lawyer Law 2006 (amended by Clause 4, Article 1 of the Amendment Law 2012):
Lawyer vocational training
1. Individuals with a law bachelor’s degree can participate in a lawyer vocational training course at a lawyer vocational training institution.
2. The duration of the lawyer vocational training is twelve months.
Individuals who complete the lawyer vocational training program will be awarded a certificate of graduation from the lawyer vocational training institution.
3. The Government of Vietnam stipulates regarding lawyer vocational training institutions.
4. The Minister of Justice stipulates the lawyer vocational training framework curriculum and the recognition of the lawyer vocation training abroad.
The current training period for lawyer vocational training is twelve months.
What are the admission quotas for lawyer and notary public training at the Judicial Academy in 2023?
On December 30, the Judicial Academy issued Decision 3068/QD-HVTP in 2022 on the Implementation of the 2023 Admission and Training Plan of the Judicial Academy.
Specifically, the 2023 Admission and Training Plan of the Judicial Academy has set training quotas according to Decision 3068/QD-HVTP in 2022 as follows:
- Lawyer vocational training: 2,000 individuals- Notary public vocational training: 1,000 individuals- Auction vocational training: 100 individuals- Execution practice training: 150 individuals- Combined training for judges, prosecutors, and lawyers: 200 individuals- Pilot training program for civil judgment execution and bailiffs: 50 individuals- Bailiff vocational training: 100 individuals
To implement Decision 1155/QD-TTg in 2022 on the Scheme "Continuously developing the Judicial Academy into a major center for training judicial titles," the 2023 Admission and Training Plan of the Judicial Academy has set a goal to train 2000 lawyers and 1,000 notary publics.
