Can students of a gifted school transfer to another gifted school? What are the requirements to transfer to another gifted school?
Pursuant to Article 18 of the Regulation on organization and operation of upper secondary schools for the gifted, promulgated together with Circular No. 05/2023/TT-BGDDT, stipulating as follows:
School transfer
1. The transfer of students from a gifted school to a non-gifted upper-secondary school must comply with the regulations on transferring and receiving students studying at lower-secondary schools and upper-secondary schools of the Ministry of Education and Training.
2. The transfer of students from a gifted school to another gifted school shall comply with the regulations on transferring and receiving students studying at lower-secondary schools and upper-secondary schools of the Ministry of Education and Training and meet extra requirements as follows:
a) If the sending gifted school and the receiving gifted school has held the enrollment by a common exam (the same exam question, the exam period), such student must be adequately qualified to be admitted to the receiving gifted school.
b) If the sending gifted school and the receiving gifted school has not held the enrollment by a common exam (the same exam question, the exam period), or such common exam (with the same exam question, the exam period) has been administered but the mentioned student is inadequately qualified to be admitted to the receiving gifted school, he/she must take the entrance exam and meet the requirements pertaining to supplementary enrollment in the receiving gifted school as prescribed in Article 19 of this Regulation.
Thus, students of gifted schools in Vietnam can transfer to other gifted schools.
Requirements for transferring to another gifted school are prescribed as follows:
- If the sending gifted school and the receiving gifted school has held the enrollment by a common exam (the same exam question, the exam period), such student must be adequately qualified to be admitted to the receiving gifted school.
- If the sending gifted school and the receiving gifted school has not held the enrollment by a common exam (the same exam question, the exam period), or such common exam (with the same exam question, the exam period) has been administered but the mentioned student is inadequately qualified to be admitted to the receiving gifted school, he/she must take the entrance exam and meet the requirements pertaining to supplementary enrollment in the receiving gifted school as prescribed in Article 19 of the Regulation on organization and operation of upper secondary schools for the gifted promulgated together with Circular No. 05/2023/TT-BGDDT.
Note: The transfer of students from a gifted school to another gifted school shall comply with the regulations on transferring and receiving students studying at lower-secondary schools and upper-secondary schools of the Ministry of Education and Training.

What is the order of organization of supplementary enrollment in gifted schools in Vietnam?
Pursuant to the provisions of Article 19 of the Regulation on organization and operation of upper secondary schools for the gifted promulgated together with Circular No. 05/2023/TT-BGDDT, stipulating the order of organization of supplementary enrollment in gifted schools in Vietnam as follows:
- In case the gifted school needs more students, the principal of the gifted school shall develop a plan for supplementary enrollment in the gifted school and request the Department of Education and Training (for gifted schools in the province), the higher education institution (for gifted school affiliated to higher education institution) to approve the plan for supplementary enrollment in the gifted school.
- The administration of entrance exams and announcement of results of supplementary enrollment in gifted schools comply with Clauses 4 and 5, Article 17 of Regulation on organization and operation of upper secondary schools for the gifted promulgated together with Circular No. 05/2023/TT-BGDDT.
- At least 30 (sixty) days before the exam date, the gifted school shall publicly announce its supplementary enrollment plan on the web portal of their own and of the gifted school’s managing authority.
What are the duties and rights of students of gifted schools in Vietnam?
Pursuant to Article 16 of the Regulation on organization and operation of upper secondary schools for the gifted, promulgated together with Circular No. 05/2023/TT-BGDDT, stipulating as follows:
In addition to the duties and rights of students as prescribed in the Charter of lower-secondary schools, upper-secondary schools and multi-level schools, they shall also perform the following additional duties and rights:
- Actively participate in competitions, contests, cultural and social activities and scientific research at the request of the school.
- Intellectually advanced students may skip a grade according to the decision of the gifted school’s managing authority.
- To be provided with boarding accommodations if needed; enjoy incentives as prescribed for students of gifted schools.
- Former students of gifted schools are enabled to participate in school activities.
Circular No. 05/2023/TT-BGDDT takes effect from April 15, 2023
