At which grade are students issued a citizen ID card in Vietnam?
Based on the provisions of Article 19 of the Law on Citizen Identification 2014 as follows:
Persons Eligible to Be Issued Citizen ID Cards and Citizen Identification Numbers
1. Vietnamese citizens aged 14 years or older shall be issued with Citizen ID Cards.
2. The Citizen Identification Number is the personal identification number.
Considering additional provisions in Clause 1, Article 28 of the Law on Education 2019 as follows:
Grades and Ages of General Education
1. Grades and ages of general education are regulated as follows:
a) Primary education consists of 05 school years, from grade one to the end of grade five. The age for students entering grade one is 06 years, calculated by year;
b) Lower secondary education comprises 04 school years, from grade six to the end of grade nine. Students entering grade six must complete the primary education program. The age for students entering grade six is 11 years, calculated by year;
c) Upper secondary education comprises 03 school years, from grade ten to the end of grade twelve. Students entering grade ten must have a lower secondary education diploma. The age for students entering grade ten is 15 years, calculated by year.
According to the above regulations, the age eligible for the issuance of the Citizen ID Card is 14 years.
Simultaneously, the grades and ages of students are calculated as follows:
- The age of students in different educational stages is regulated:
+ The age for students entering grade one (primary education) is 6 years, calculated by year
+ The age for students entering grade six (lower secondary education) is 11 years, calculated by year
+ The age for students entering grade ten (upper secondary education) is 15 years, calculated by year
Thus, students in grades 9, 10, 11, and 12 are eligible for the issuance of Citizen ID Cards.

Based on the provisions of Article 5 of Circular 59/2019/TT-BTC as follows:
Cases Exempted or Not Subject to Fees
1. Cases exempted from fees:
a) Changing Citizen ID Cards when the State regulates changes in administrative boundaries;
b) Changing or reissuing Citizen ID Cards for citizens who are the parents, spouses, children under 18 years old of martyrs; war invalids, those enjoying policies like war invalids; children under 18 years old of war invalids or those enjoying policies like war invalids; sick soldiers; citizens permanently residing in border communes; citizens permanently residing in island districts; ethnic minorities in particularly difficult socio-economic areas; citizens from households classified as poor according to legal regulations;
c) Changing or reissuing Citizen ID Cards for citizens under 18 years old who are orphans of both parents and without any support.
2. Cases not subject to fees:
a) Citizens aged 14 years or older who complete procedures for obtaining Citizen ID Cards for the first time according to Clause 1, Article 19, and Clause 2, Article 32 of the Law on Citizen Identification;
b) Changing Citizen ID Cards as stipulated in Article 21 and Point a, Clause 3, Article 32 of the Law on Citizen Identification;
c) Changing Citizen ID Cards due to errors in information on the cards caused by the Citizen Identification management authority.
According to the above provisions, students of eligible age obtaining Citizen ID Cards for the first time are not required to pay fees for obtaining Citizen ID Cards.
Is It True That Ho Chi Minh City is Centrally Issuing Chip-integrated Citizen ID Cards to Students Before March 31, 2023?
On March 28, 2023, the Ho Chi Minh City Department of Education and Training issued Official Dispatch 1367/SGDĐT-VP in 2023 on coordinating the issuance of chip-integrated Citizen ID Cards to students of eligible age for Citizen ID Card issuance.
Accordingly, the Official Dispatch specifies 4 main points on the issuance of chip-integrated Citizen ID Cards to students of eligible age as follows:
- Organize concentrated issuance for students of eligible age for chip-integrated Citizen ID Cards (according to the list reported to the Department of Education and Training in Official Dispatch 1107/SGDĐT-VP on March 15, 2023, and directives in Official Dispatch 1305/SGDĐT-VP on March 24, 2023) at local Citizen ID Card issuance support stations, to be completed before March 31, 2023.
- Require students to bring the Personal Identification Notification
(in case of losing the Personal Identification Notification, prepare the information: full name, date of birth, full names of father and mother, permanent address).
- In case students do not participate in the concentrated Citizen ID Card issuance, the unit will inform students and parents to take students to local Citizen ID Card issuance support stations and complete it before March 31, 2023.
- The working hours of the Citizen ID Card issuance support station are from 07:00 to 21:00.
