What is the financial support for full-time domestic concentrated doctoral training in Vietnam?

According to Article 4 of Circular 30/2022/TT-BTC guiding the financial regulations for the implementation of the Project on capacity building of lecturers and managers of higher education institutions, regulations on the content of funding support for full-time concentrated doctoral training in the country

(a) Tuitions paid to domestic higher education institutions considered by the Ministry of Education and Training to participate in the training tasks of the Scheme: Payment shall be made at the prescribed rate of the higher educational institution, not exceeding the tuition bracket specified in the Government's Decree No. 81/2021/ND-CP dated August 27, 2021 on the mechanism of collection and management of tuitions for educational institutions, which belongs to the national education system, the policy of tuitions exemption and reduction, and support for study expenses; service prices in the field of education and training.

(b) Supports for study and research for learners, including:

- Financial support for learners to carry out domestic thesis topics, attend domestic seminars and conferences, specifically as follows:

+ Groups of Medicine and Pharmacy, Physical Education, and Arts: 20 million VND/student/year;

+ Groups of natural science, engineering and technology; agriculture, forestry and fishery: 18 million VND/learner/year;

+ Group of social sciences, economics, law; hotel, tourism and other industries: 13 million VND/student/year;

+ Support period: During the study period at the training institution (no more than 4 years).

- Financial support for learners to publish international scientific articles, attend international conferences and seminars and go abroad for short-term internships:

+ The State’s budget supports 100% of the fee for publishing research results in prestigious international scientific and technological journals on the list of the Web of Science's database of scientific journals according to the announcement by the international science and technology journal as lead author or associate author;

+ Learners whose study results meet the conditions according to Circular No. 25/2021/TT-BGDĐT, are invited to attend international conferences, seminars or short-term internship abroad shall be supports travel and living expenses (maximum no more than 1 time during the whole training period) according to the provisions of Circular No. 102/2012/TT-BTC dated June 21, 2012 of the Ministry of Finance stipulate the regime of working-trip allowances for State officials who go on short-term business trips abroad, which are supported by State’s budget. In case that learners are supported by other organizations with expenses related to attending international seminars, conferences or short-term internships, the state budget will not support the expenses for learners.

- Higher education institutions that send lecturers to study have the responsibility to build develop standards, criteria and support regulations for learners who meet the conditions to receive support according to the above contents and make a public announcement before implementation based on the provisions of Circular No. 25/2021/TT-BGDĐT of the Ministry of Education and Training and the provisions of this Circular.

- In addition to the support from the State budget, higher education institutions that send lecturers to study can mobilize other legal contributions to support study and research funding for learners according to the internal regulations of the unit.

Thus, doctoral students who carry out the domestic thesis projects, attend domestic seminars and conferences in the fields of Medicine and Pharmacy, Physical Education, Sports, and Art, they shall be supported 20 million VND/student/year;

What is the financial support for doctoral transnational education in Vietnam?

According to Article 5 of Circular 30/2022/TT-BTC guiding the financial mechanism for the implementation of the Project on Capacity Building of lecturers and managers of higher education institutions, which stipulates the content of support for doctoral training are as follows:

"Article 5. Contents of support for doctoral transnational education
Doctoral transnational education shall comply with the regulations of the Ministry of Education and Training in Circular No. 25/2021/TT-BGDĐT. The content and level of expenditure shall be implemented as follows:
1. For the domestic learning time: Comply with the provisions of Article 4 of this Circular.
2. For the abroad learning time (maximum not exceeding 02 years): Comply with the provisions of Article 3 of this Circular."

What are the subjects and criteria to be supported in Vietnam?

According to Article 5 of Circular 25/2021/TT-BGDDT, stipulating the subjects and criteria to be supported by the project to improve the capacity of the lecturers and managers of higher education institutions are as follows:

Article 5. Qualified candidates and recruitment standards
1. Full-time tenured and tenure-eligible faculty members may register for recruitment of candidates for grants, stipends or support packages provided by the Project if they meet the following requirements:
a) They are Vietnamese citizens, under 40 years old in the year of registration for recruitment; have political credentials and are of good moral character; are in good health to study; are not facing disciplinary action in the form of warning or more severe sanction; are not subject to border entry or exit bans imposed under legislation when registering for recruitment of candidates for offshore full-time courses;
b) They are registering for recruitment of candidates for any doctoral or master degree course, or are taking doctoral degree programs, for the first time;
c) They are full-time tenured faculty members who meet enrolment requirements of training programs, are included in formal admission plans in the registration or subsequent year; if they are tenure-eligible or full-time tenured faculty members who are taking doctoral degree programs, their remaining duration of study or research must be at least 18 months until the date of participation in the recruitment process;
d) They have not yet received or been committed to receiving full-ride scholarships from the state budget or other funding sources to pay for their study or research at the registered levels until the date of being recruited as candidates for the Project’s funding.
2. Candidates eligible for the Project's funding for master degree courses must be full-time tenured faculty teaching majors in arts fields or the range of sport or physical activity disciplines at sending institutions specialized in providing cultural, arts, sport and physical education programs.

Circular 30/2022/TT-BTC takes effect from July 20, 2022.
