What kind of support for full-time abroad training of master/doctor will Vietnamese lecturers receive?
According to Clause 1, Article 3 of Circular 30/2022/TT-BTC stipulating the content of training support for tuition for full-time abroad training of doctor/master degrees as follows:
- Tuition and tuition related fees: Payments will be made according to the contract signed between the Ministry of Education and Training and the abroad training institution or at the rate announced by the overseas training institution for the student's admission notice (paid in US dollars or in the currency of the host country); up to a maximum of US$25,000/student/school year or its equivalent in the currency of the host country. In case the tuition fee is higher than USD 25,000/student/year, the higher tuition fee difference shall be paid by the learners themselves or by the higher education institution that appoints the lecturers to study according to the regulations on internal expenses of units.
- In special cases, when necessary to attract and create a source of lecturers from excellent graduates and young scientists who meet the conditions prescribed in Decree No. 140/2017/ND-CP dated 5/ December 2017 of the Government on the policy of attracting and creating cadres from excellent graduates and young scientists, the Minister of Education and Training considers and decides on a case-by-case, make payment according to the tuition specified by the training institution and within the assigned estimate.

How much is the support for living and transportation for full-time abroad training for master/doctoral degrees?
Pursuant to Article 3 of Circular 30/2022/TT-BTC stipulating training support for the content of living expenses and transportation of full-time abroad training at doctoral and master levels as follows:
- Passport and visa costs: Pay according to the level prescribed by the State for passport making costs and according to the actual visa fee invoices of the countries where learners are sent for training.
- Subsistence:
+ Subsistence allowance is provided to learners at the rate specified in the Appendix to this Circular. Living expenses are granted according to the actual period of study abroad (from the date of admission to the date of completion of the course, but not exceeding the time stated in the decision on sending to the training institution of the Minister of Education and Training). ;
+ Payment of living expenses for learners is granted quarterly or every 6 months, ensuring that it does not affect the learners' study and research.
- Compulsory medical insurance:
+ Compulsory health insurance level: Payment is made at the rate prescribed by the host country (based on the level announced in the student acceptance letter of the training institution) and is issued in US dollars or in Vietnamese dong. currency of the host country; not exceed 1,000 USD/person/year;
+ In case learners wish to buy health insurance at a higher rate than specified in this Circular, they must make up for the difference themselves.
- Airfare to and from (economy class):
+ Learners are granted one ticket from Vietnam to the place of study and one ticket from the place of study to Vietnam (unless it is covered by your side) for the entire training period;
+ Make payments according to current regulations on regimes and norms of state budget spending.
- Travel expenses (to offset airport fees and rent means of transportation from the airport to the accommodation and vice versa) are granted once with a flat rate of 100 USD/person/the entire training period.
How much is the support for other expenses during the training process?
According to Clause 7 Article 3 of Circular 30/2022/TT-BTC providing for training funding support and other expenses incurred during the training process as follows:
- Bank transfer and receipt costs related to overseas training courses (if any): Based on the regulations of the banks in the host country and in Vietnam, if any fees arise, or receiving money through a bank, the state budget will provide this expenditure according to the actual arising;
- Support costs to handle risks and force majeure that occur to trainees sent for training: In case of student's death, the state budget will support the entire cost of transporting corpses or jars. ashes from abroad or support the remaining part of the freight after the insurance pays;
- In case the actual training time is longer than the time stated in the Decision on sending to the training by the Minister of Education and Training (including due to force majeure causes such as war, natural disaster, epidemic) and learners still ensure learning results, If certified by the foreign training institution, the learners are only entitled to be paid for the regimes and policies for a prolonged period when there is an additional decision of the Minister of Education and Training, but the total time does not exceed the time limit. regulations on completing the training program in Clause 4, Article 4 of Circular 25/2021/TT-BGDĐT.
