Pursuant to subsection 5, Section A, Part I, Administrative procedures promulgated together with Decision 3191/QD-BCA in 2022 stipulating the application for reissuance of registration certificates and license plates of motorbikes and mopeds (including electric motorbikes) at the commune-level police station for registration of vehicles, including:
- Vehicle registration declaration.
- Vehicle owner's papers.
- Vehicle registration certificate (except in case of reissuance of lost vehicle registration certificate).
Note: Number of documents 01 (one) set.

What are the procedures for reissuance of vehicle registration certificates and license plates at commune-level police in Vietnam?
Pursuant to subsection 5, Section A, Part I, administrative procedures promulgated together with Decision 3191/QD-BCA in 2022 stipulating procedures for reissuance of vehicle registration certificates and license plates of motorbikes at the commune-level police as follows:
Step 1: The vehicle owner logs in to the public service portal and declares information on the electronic vehicle registration form (form No. 01A/58) and receives the order number and an appointment to process the application via email or via text message to carry out vehicle registration procedures at the vehicle registration agency of the commune-level police station. In case of going directly to the vehicle registration agency, declare the vehicle registration certificate (form No. 01).
Step 2: Reissue the vehicle registration certificate and license plate number.
Submit the application file at the receiving and returning department at the commune-level police station assigned to register the vehicle.
The receiving officer checks the vehicle owner's papers, vehicle registration certificate or license plate (if any).
In case the car owner declares to register the vehicle online on the National Public Service Portal. The electronic data of the online vehicle registration certificate will be transmitted by the National Public Service Portal to the vehicle registration system of the Traffic Police Department, the system will automatically notify the vehicle owner. The vehicle owner brings the vehicle and vehicle records to the vehicle registration agency to register the vehicle in accordance with regulations. The information in the online vehicle registration declaration is declared by the vehicle owner, including electronic data on registration fees (if any), documents of ownership transfer (if any).
Step 3: The receiving officer checks the vehicle owner's papers, the vehicle registration certificate.
In case of loss of vehicle registration certificate and license plate: Make 02 notices clearly stating the full name, address of the vehicle owner, license plate, engine number, chassis number, brand, model number, vehicle type (01 copy) publicly listed at the head office, 01 copy is kept in the vehicle file).
If the vehicle registration dossier does not meet the prescribed procedures, specific and complete instructions will be given to the vehicle owner to complete the dossier as prescribed.
Step 4: Search the vehicle on the system of registration, management, check and collation of the declaration of the vehicle owner. Complete vehicle registration documents as prescribed: Issue an appointment letter to the vehicle owner according to regulations.
Step 5: Collect registration fee and license plate according to regulations.
Step 6: Collect the appointment letter, return the vehicle registration certificate and license plate to the car owner.
The requester can choose 1 of 2 methods:
- Directly at the head office of the commune-level police station is authorized to register the vehicle. Time: From Monday to Saturday (according to regulations of the Prime Minister).
- Submit the vehicle registration certificate on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.
What is the time limit for processing the application for reissuance of vehicle registration certificate and license plate in Vietnam?
Pursuant to subsection 5, Section A, Part I, Administrative procedures promulgated together with Decision 3191/QD-BCA in 2022 stipulating the time to process the procedures for reissuance of vehicle registration certificates and license plate of motorbikes at the commune-level police station as follows:
- Issue license plates immediately after receiving complete and valid dossiers; In case of having to wait for the production of license plates, the time for issuance and exchange shall not exceed 7 working days from the date of receipt of complete and valid dossiers.
- In case of reissuance of a lost vehicle registration certificate, publicly post it and notify the loss of the vehicle registration certificate, after 30 days, if there is no complaint or denunciation, the vehicle registration certificate and license plate shall be reissued no later than 07 days from the date of expiry of the posting time limit.
