Based on Section 2, Part II of the administrative procedures issued with Decision 40/QD-BTC of 2023, the application dossier for a professional certificate for customs declaration for customs officials who have transferred, retired, or resigned includes:
- Application for the professional certificate for customs declaration according to Form No. 11 issued with Circular 79/2022/TT-BTC dated December 30, 2022, of the Ministry of Finance: 01 original copy;

- One (01) 3x4 color photo taken within the last 6 (six) months up to the time of dossier submission with the full name and year of birth printed on the back of the photo.
Note: Customs officials who wish to apply for the professional certificate for customs declaration should meet the following requirements and conditions:
- Customs officials holding the position of Customs Inspector for nine consecutive years, Principal Customs Inspector, or Senior Customs Inspector after transferring, retiring, or resigning (excluding cases of disciplinary dismissal) shall be granted the professional certificate for customs declaration within 3 years from the date of the decision to transfer, retire, or resign.

Pursuant to Section 2, Part II of the administrative procedures issued with Decision 40/QD-BTC of 2023, the procedure for granting a professional certificate for customs declaration to customs officials who have been transferred, retired, or resigned includes:
- Step 1: Submit the application dossier for the professional certificate for customs declaration:
Customs officials after transferring, retiring, or resigning who wish to obtain the professional certificate for customs declaration should prepare and send the application dossier to the General Department of Customs.
- Step 2: Grant the professional certificate for customs declaration:
The General Department of Customs will receive, review the dossier and conditions according to the regulations, and grant the professional certificate for customs declaration or provide a written response stating the reasons in cases where conditions are not met.
