Procedures for Re-issuance of the Latest Cross-border Transport Permit
Based on the regulations in Section 2 of Administrative Procedures issued together with Decision 995/QD-BGTVT in 2023, the procedures for re-issuance of the latest Cross-border Transport Permit are clearly stated as follows:
- When the Permit expires, or the Permit is damaged or lost, the organization or individual shall submit a dossier requesting the re-issuance of the Cross-border Transport Permit to one of the competent licensing authorities:
+ The Vietnam Inland Waterways Administration is the competent authority to issue the Cross-border Transport Permit for Group 1 and Special Group transport means.
+ The Departments of Transport of Provinces and Centrally-run Cities are the competent authorities to issue the Cross-border Transport Permit for Group 1, Group 2, and Special Group transport means under local management.
- The competent licensing authority will receive and check the dossier.
+ If the dossier is incomplete, the competent authority will provide guidance for completion within 01 (one) working day from the date of receipt of the dossier.
+ If the dossier is complete, the competent authority will issue the permit within 03 (three) working days from the date of receipt and send it directly or via postal system or online public service system to the organization or individual.
+ If the permit is not issued, the competent authority must respond in writing and clearly state the reasons.
- In the case where the Vietnam Inland Waterways Administration issues the Cross-border Transport Permit for Group 1 and Special Group transport means, it will notify the Departments of Transport of Provinces and Centrally-run Cities where the transport means are registered. Conversely, if the Departments of Transport of Provinces and Centrally-run Cities issue the Cross-border Transport Permit for locally managed Group 1, Group 2, and Special Group transport means, they must notify the Vietnam Inland Waterways Administration.
Method of Implementation:
- Direct submission, via postal system, or online public service system.
Processing Time:
- 03 (three) working days from the date of receipt of a complete dossier.

- A copy or electronic copy of the Technical Safety and Environmental Protection Certificate;
- A copy or electronic copy of the Civil Liability Insurance Certificate for the person engaged in transporting flammable, explosive goods for third parties; a copy of the Mandatory Civil Liability Insurance Certificate for the person engaged in passenger transportation.
b) Number of dossiers: 01 set.
The dossier for re-issuance of a Cross-border Transport Permit includes:

- Competent authorities: Vietnam Inland Waterways Administration, Departments of Transport;
- Authorized or decentralized entities: None;
- Administrative procedures performing authorities: Vietnam Inland Waterways Administration, Departments of Transport;
- Coordinating authorities: None.
According to the above-mentioned regulations, the competent authorities to re-issue a Cross-border Transport Permit are the Vietnam Inland Waterways Administration and the Departments of Transport.
