What is included in the application for promotion to the title of class 1 senior lecturer in Vietnam?
Pursuant to Section 5.1, Subsection 5, Section II of Official Dispatch 112/BGDDT-NGCBQLGD in 2023 as follows:
- Application form for promotion to title of Senior Lecturer
- A curriculum vitae of the officer certified by the agency employing or managing the officer
- Comments and assessments of the head of the agency employing non-managers or of the head of the agency or organization competent to appoint managerial officials
- Copies of diplomas and certificates at the request of senior lecturers certified by a competent authority, including:
+ Doctoral degree relevant to the position, industry or primary of teaching;
+ Certificate of training in title of standards of university lecturers / Certificate of training according to standards of foreign teachers of teaching staff in public higher education institutions as prescribed by law before June 30, 2022;
+ Certificate of professional training in pedagogy.
- Decision on appointment of primary lecturer, code: V.07.01.02 and decision on appointment of equivalent titles (if any).
- A declaration of scientific research works, scientific articles and compilation of books for training, guiding students/researchers to successfully defend their master's thesis/doctoral theses, certified by The head of the management unit encloses the following proofs:
+ Copies of decisions on assignment of doctoral and master's instructions; a copy of the doctoral degree, master's degree or graduation recognition decision of the student assigned to guide; A copy of the decision or contract on assignment of scientific and technological tasks;
+ Minutes of acceptance or decision on recognition of results of performance of scientific and technological tasks; Copies of patents for inventions, utility solutions, national and international awards and accompanying supporting documents;
+ Copies of published scientific articles and training books that have been appraised and accepted according to regulations;
+ Certificate of the purpose of using the book for training by the head of the higher education institution or the pedagogical college

What are the conditions for registering for the promotion exam for the title of a class 1 senior lecturer in Vietnam?
Pursuant to Section 2, Section II of Official Dispatch 112/BGDDT-NGCBQLGD in 2023 stipulating the conditions for registration for the promotion exam to the title of a class I senior lecturer as follows:
- The training institution has the need and is sent by the competent authority to participate in the promotion exam.
- Currently holding the title of primary lecturer, code V.07.01.02/teacher of primary pedagogical colleges, code V.07.08.21.
- Being graded at the level of completing tasks well or higher in the working year immediately preceding the year of competition for promotion of senior lecturers in vocational training colleges, code V.07.01.01/lecturer of senior pedagogical colleges, code V .07.08.20
- Having good political qualities and professional ethics; not within the time limit for disciplinary action, not during the implementation of regulations related to public employee discipline specified in Article 56 of the 2010 Law on Public Employees as amended and supplemented in Clause 8, Article 2 of the 2019 Law on Amendments and Supplements to a number of articles of the Law on Cadres and Civil Servants and the Law on Public Employees
- Having the capacity, professional qualifications and professional qualifications to undertake the tasks of senior lecturers in vocational training courses, code V.07.01.01/lecturer of senior pedagogical colleges, code V.07.08.20.
- Satisfying the standard requirements on training and retraining qualifications and professional and professional competence of the standard high-class lecturers (class I), code V.07.01.01 as prescribed in Article 7 of Circular 40/2020/TT-BGDDT/senior pedagogical college lecturer, code V.07.08.20 as prescribed in Article 6 of Circular 35/2020/TT-BGDDT; prescribed in Circular 04/2022/TT-BGDDT6.
- Satisfy the requirements for minimum working time to hold the primary lecturer's foreign language CD, code V.07.01.02 or equivalent as prescribed at point h, clause 3, Article 7 of Circular 40/2020/TT-BGDĐT/primary pedagogical college lecturer, code V.07.08.21, code V.07.08.21 or equivalent as prescribed at point g, clause 3, Article 6 of Circular 35/2020/TT-BGDDT.
- Lecturers in training and retraining institutions must have an advanced degree in political theory or higher as prescribed at Point d, Clause 1, Article 13 of Circular No. 01/2018/TT-BNV.
How to organize the promotion exam of the title of lecturer in Vietnam?
Pursuant to Section IV of Official Dispatch 112/BGDDT-NGCBQLGD in 2023 as follows:
1. Estimated time to hold promotion exams
The exam to promote the title of lecturers / lecturers of pedagogical colleges is expected to be held in the second quarter of 2023.
2. Estimated venue for promotion exams
2.1. For the promotion exam for title of senior lecturers (grade I)/advanced pedagogical college lecturers (grade I): It is expected to be held in Hanoi.
2.2. For the promotion exam for the primary lecturer (grade II)/teacher of the pedagogical college (class II): It is expected to be held in the North and the South.
Thus, the exam for promotion to the title of lecturer is expected:
- Time: The exam for promotion to the title of lecturers and teachers is expected to be held in the second quarter of the year.
- Location:
+ For the promotion exam for title of senior lecturers (class I)/senior pedagogical college lecturers: It is expected to be held in Hanoi.
+ For the promotion exam for title of primary lecturer (grade II)/teacher of primary pedagogical college: It is planned to be held in 2 North and South regions.
