What are the procedures for assigning Vietnamese officials in 2023?

Under the provisions in Section 13, Administrative Procedures issued with Decision 507/QD-BNV 2023, the procedures for the assignment of Vietnamese officials in 2023 are carried out as follows:

- Step 1: Based on the planning, work needs, capacity, and strengths of the official, the head of the agency or organization assigned and decentralized to manage the official will prepare a plan and measures for assigning officials under their management, reporting to the competent authority for review and decision;

- Step 2: Prepare a list of officials to be assigned;

- Step 3: Implement specific measures for each case;

- For officials holding leading or managerial positions, the assignment procedures are carried out for appointing leaders or managers from other sources as follows:

+ In cases where personnel is proposed by the agency or organization, the leading of the agency or organization will discuss and agree on the direction and carry out several tasks:

++ Meet with the personnel proposed for appointment to exchange views on the job requirements.

+ Exchange views with the leading and party committee of the agency or organization where the proposed personnel is working on the assignment direction; obtain comments and evaluations from the leading and party committee of the agency or organization regarding the personnel; review the application, verify the background.

++ Discuss, review, evaluate, and vote on the personnel by secret ballot. Proposed personnel must receive over 50% approval from the leading members; if it is exactly 50%, the decision is made by the head; simultaneously reporting all differing views to the competent authority for review and decision.

++ Issue an appointment decision according to authority or submit it to the competent authority for review and decision.

+ In cases where personnel is projected for assignment or appointment by a higher authority from out of the agency or organization, the advisory body for organizational personnel of the higher authority will carry out several tasks:

++ Exchange views with the leading and party committee of the receiving agency or organization about the projected assignment or appointment.

++ Exchange views with the leading and party committee of the agency or organization where the personnel is currently employed about the assignment direction and obtain comments and evaluations from the leading and party committee; review the application, and verify the background.

++ Meet with the projected personnel to exchange views on the job requirements.

++ Lead and cooperate with relevant agencies in assessing the personnel.

++ Issue an appointment decision according to authority or submit it to the competent authority for review and decision.

- Before deciding to assign the official, the head of the agency in charge must meet with the official to clarify the purpose and necessity of the assignment to listen to their suggestions before making an authority decision or reporting to the competent authority for review and decision.
