Pursuant to the provisions of Clause 1, Article 3 of Circular 37/2014/TT-NHNN, the design template for Vietnamese currency is defined as follows: The currency design model is a sample drawing of money, including: research sample, backup sample, and new money sample for circulation.
Pursuant to Clause 1, Article 6 of Circular 37/2014/TT-NHNN, the provisions are as follows:
Submission of currency design model
1. After completing the currency design model based on the approved Scheme, the Department of Currency Issuance and Treasury shall prepare the Submission Dossier to the competent authority as specified in Clause 2 of this Article. The application for submission of the Vietnamese currency design model includes:
a) Proposal for approval of the currency design model.
b) Complete design template.
c) Technical layout.
d) Technical and technological requirements, including:
- Type of printing paper, printing ink, metal coin blanks.
- Technical security features.
- Technology of plate making, molding and technology of printing coins.
dd) Preliminary estimate of product cost (for backup sample, new money sample).
e) Approved currency design scheme.
g) Other related documents.
2. The Governor shall approve the research sample, backup sample. For the new money sample, the Governor shall submit it to the Prime Minister of the Government of Vietnam for approval.
3. Adjustments and modifications to the currency design model must be approved by the competent authority as specified in Clause 2 of this Article.

Construction of the currency design scheme
1. Based on the approved currency design policy by the Governor, the Department of Currency Issuance and Treasury shall research and prepare the currency design scheme to submit to the competent authority as specified in Clause 2 of this Article. The currency design scheme must specify the following contents: denomination structure, size, color, material, weight, theme, security techniques; production technology; other technical requirements; expenses and organization of scheme implementation.
2. The Governor shall approve the design scheme for the research sample and backup sample. For the new currency design scheme, the Governor shall submit it to the Prime Minister of the Government of Vietnam for approval.
Thus, according to the above regulations, the Vietnamese currency design scheme must specify the following contents:

1. The Department of Currency Issuance and Treasury is responsible for developing and implementing the Currency Design Plan according to the approved currency design scheme. The Currency Design Plan must define the work content for each currency model and the execution time.
2. Requirements for the currency design model:
a) High aesthetic value, reflecting national cultural identity; ensuring durability, high anti-counterfeiting capability, and in line with global currency design trends.
b) Easy identification of denominations and authenticity of money; convenient for use, preservation, and counting, checking real and fake money, and machine sorting of money.
c) Suitable for materials used in printing and minting money; plate making, printing, and minting technology; equipment of the printing and minting facility.
Thus, according to the above regulations, the requirements for the Vietnamese currency design model are as follows:
- High aesthetic value, reflecting national cultural identity; ensuring durability, high anti-counterfeiting capability, and in line with global currency design trends.
