In clause 2.3, subsection 2, Section I, Part II, Administrative procedures issued together with Decision 343/QD-LDTBXH in 2023 regulate documents for implementing loan procedures to support job creation, job maintenance and expansion from the National Employment Fund of Vietnam for production and business establishments including the following documents:
- The loan project has confirmation from the Commune People's Committee about the place where the project will be implemented;
- Copy of one of the following documents:
+ Business registration certificate;
+ Cooperative registration certificate;
+ Cooperation contract;
+ Business household registration certificate;
- Documents proving that production and business establishments employ many disabled and ethnic minority workers, including:
+ For production and business establishments that employ 30% or more of the total number of employees who are disabled:
Copy of the Decision on recognition of production and business establishments that employ 30% or more of the total number of workers with disabilities.
+ For production and business establishments employing 30% or more of the total number of employees who are ethnic minorities:
+ List of ethnic minority workers.
+ Copy of labor contract or recruitment decision of the workers on the list;
+ Copy of ID card or citizen ID card or birth certificate.
In case a production and business establishment submits a copy of the citizen identification card of an ethnic minority employee but the Bank for Social Policies cannot exploit the citizen's residence information in the National population database, production and business establishments is required to submit a copy of one of the following documents of ethnic minority workers.
+ Certificate of residence information, Notice of personal identification number and citizen information in the National Population Database;
- For production and business establishments employing 30% or more of the total number of employees who are disabled and ethnic minorities:
+ List of workers with disabilities and ethnic minorities;
+ Copy of disability certificate of disabled employees;
+ Copy of labor contract or recruitment decision of the workers on the list;
+ Copy of ID card or citizen ID card or birth certificate of ethnic minority workers.
In case the production and business establishment submits a copy of the employee's citizen ID card but cannot obtain residence information, the production and business establishment is required to submit a copy of one of the following documents: Confirmation residence information. Notice of personal identification number and citizen information in the National Population Database.

In clause 2.1, subsection 2, Section I, Part II of the Administrative Procedures issued with Decision 343/QD-LDTBXH in 2023, there are regulations on procedures for borrowing capital to support job creation, maintenance and expansion of jobs from the National Employment Fund of Vietnam for production and business establishments with the following contents:
- The order of execution
+ Step 1: Production and business establishments that need to borrow capital prepare a loan application and send it to the local Bank for Social Policies where the project is implemented:
+ Step 2: Within 10 days from the date of receiving the loan application, the local Bank for Social Policies organizes the appraisal and submits it to the Head of the provincial-level agency of the program implementation organization for consideration and approval.
+ Step 3: Within 05 working days from the date of receiving the submitted dossier, the Head of the provincial-level agency of the organization implementing the program will review and approve. If an approval decision is not issued, respond in writing and clearly state the reason so that the local Bank for Social Policies where the project is implemented will notify the borrower.
- Submission: Production and business establishments submit applications directly to the local Bank for Social Policies where the project is implemented.
- Processing time: 15 days from the date of receipt of complete and valid documents according to regulations (including 10 days and 5 working days).
- Subjects carrying out administrative procedures: Production and business establishments (small and medium enterprises, cooperatives, cooperative groups, business households).

+ Local Bank for Social Policies (Branch of the Bank for Social Policies or Transaction Office of the Bank for Social Policies);
- Provincial agency of the program implementation organization (Vietnam Women's Union, Ho Chi Minh Communist Youth Union, Vietnam Farmers' Association, Vietnam General Confederation of Labor, Vietnam Veterans Association , Vietnam Cooperative Alliance, Vietnam Association of the Blind).
- Results of administrative procedures: Decision to approve the loan application or written notification in case of ineligibility for the loan.

In clause 2.10, subsection 2, Section I, Part II of the Administrative Procedures issued together with Decision 343/QD-LDTBXH in 2023 stipulates the following conditions:
- Condition:
+ Have a feasible loan project in the locality, suitable for production and business industries, attracting more workers to work stably:
+ The loan project is certified by a competent agency or organization where the project is implemented;
+ Have loan security: For loans of 100 million VND or more, production and business establishments must have assets to secure the loan according to the law on secured transactions.
In addition, there are also requirements for production and business establishments: The project must belong to the capital source managed by the organization implementing the program.
