- The business submits one set of documents to the licensing authority, specifically:
+ Vietnam Railway Administration (except in cases of a request for an urban railway driver's license in Ho Chi Minh City);
+ Ho Chi Minh City People's Committee for cases of a request for an urban railway driver's license in Ho Chi Minh City. Before January 1, 2025, if the Ho Chi Minh City People's Committee has not implemented this procedure, the vehicle owner should be directed to submit one set of documents to the Vietnam Railway Administration.
- In cases where the documents do not comply with the regulations, within one working day from the date of receiving the documents through the one-stop service or the online public service portal; two working days from the date of receiving the documents by other means, the licensing authority is responsible for notifying and guiding the business to complete the documents as required;
- In cases where the documents are complete and compliant, within three working days from the date of receipt, the licensing authority will grant the driver's license to those who meet the requirements. For those who do not meet the requirements, the licensing authority will issue a written notification stating the reasons.
